- This special notice is posted in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior (DOI), Bureau of Safety Environmental Enforcement (BSEE), Acquisition Management Division, intends to issue purchase orders on a sole source basis, on behalf of the Bureau of Ocean Energy Management (BOEM), to holders of mineral permits on the Outer Continental Shelf (OCS) to cover the cost of reproduction services associated with Geological and Geophysical (G&G) Data and Information. The mineral permits are granted under the authority of the Outer Continental Shelf (OCS) Lands Act. The Act, at 30 CFR 551.11 and 551.12, requires permittees to provide the Department of the Interior access to and copies of G&G data and information pursuant to exploration, development, and production of oil or gas. The Act further provides that the permittees shall be reimbursed for the reasonable costs of reproducing such data and information. This notice announces the Governments intent to purchase these services on a fixed price basis in order to establish orders for payment of these reproduction costs. During Fiscal Year 2014, BSEE, on behalf of BOEM, intends to issue an unspecified number of these orders to the permittees as may be required by the mission of the Department of the Interior. The orders will be issued to permittees on a sole source basis under the authority of Federal Acquisition Regulation (FAR), Subpart 6.302-5, pursuant to the statutory requirement of the OCS Lands Act that states G&G data and information gathered by the operators must be made available to the Government, requiring the acquisition be made from a specified source. Only the permittees can provide the G&G data and information, and the statute requires reimbursement of reproduction costs to those entities. This notice is intended to cover all awards made during the 12-month period beginning October 1, 2013 through September 30, 2014, with the total dollar amount of all actions estimated at a not to exceed amount of $1M. No notices of single awards will be published. A class Justification for Other than Full and Open Competition (JOFOC) will be executed and posted to the Bureau public webpage at http://www.bsee.gov/About-BSEE/Procurement-Business-Opportunities/JOFOC.aspx and will be reviewed on an annual basis. The applicable NAICS Code is 541360. This is not a request for competitive quotes but a notice of intent for informational purposes only. All potential awardees must be registered in the System for Award Management (SAM) database (www.sam.gov) in order to receive Government acquisitions. The point of contact for this notice is Lisa A.
