Description
SOURCES SOUGHT SYNOPSIS: This is a request for information/market research to provide data for planning purposes and to gain knowledge of available products that may be of interest to the USCG. This sources sought synopsis does not constitute a request for proposal, request for quote, invitation for bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The USCG, Aviation Logistics Center (ALC) is conducting market research to determine manufacturers and suppliers of a Commercial off the Shelf (COTS) machine shop scheduling software capable of scheduling, order processing, job changes, shop floor control, inventory management, material control, data collection, performance metrics, and job costing. The proposed North American Industry Classification System (NAICS) code for the future acquisition is 511210 Software Publishers. The size of business pursuant to North American Industrial Classification System (NAICS) is $35,500,000. BACKGROUND: The USCG, ALC, Industrial Operations Division (IOD), Machine Shop 133 in Elizabeth City, NC is seeking a machine shop scheduling software to improve scheduling, order processing, job changes, shop floor control, inventory management, material control, data collection, performance metrics, and job costing. Currently, Shop 133 utilizes multiple software applications to schedule work and track open work orders. The current applications do not provide a dynamic interface for allowing real-time information and scheduling changes, which occur daily due to an influx of priority adjustments of existing work orders as well as the impact of newly issued work orders. Additionally, the current applications lack the ability to measure the level of committed production, which is essential in developing realistic delivery dates for customers. IOD is unique from most manufacturing settings as it provides specific components to its customers. In contrast to the vast majority of manufacturing industry that provides repetitive standard items. As a result, IOD needs a machine shop scheduling software to manage work from an order based perspective and not an item based perspective. SOURCES SOUGHT OBJECTIVE: The contractor shall provide information / solution on a Commercial off the Shelf (COTS) machine shop scheduling software that at a minimum is capable of the following: Minimum System Capabilities: 1. Provide a dynamic interface for allowing real-time information and scheduling changes. 2. Combine multiple schedules as IOD serves multiple customers and should treat their planning and scheduling as such. 3. Functionality of managing reoccurring and/or multifaceted and random production requirements. 4. Manage the combination of all incoming production and component overhaul requirements from multiple customers simultaneously. 5. Able to schedule various jobs to the shops resources. 6. Scheduling the machine and personnel levels. 7. Mange and track the usage of consumables and raw materials. 8. Provide various types of reports for all levels of management to include top level as well as shop level supervisors. These reports should include material costs, labor analysis and real time scheduling. 9. The tool shall allow IOD to view its work as customer oriented vs project oriented. SOURCES SOUGHT RESPONSES: Responses to this notice should include a response to the questions below, Company Name, Address, Telephone Number, Point of Contact (POC), DUNs Number, Cage Code, NAICS Code and complete product details, brochures, and etc. which will allow the USCG to understand your product, configurations, auxiliary equipment, and options. Additionally, all responses shall include detailed answers to the following questions: 1) Detailed system capabilities statements. 2) Product information including a detailed technical description of any product offered to meet this potential requirement. 3) Operating System Options. 4) Is your product commercially available? 5) If the product is commercially available, is there a published pricing list? If so, provide the published pricing list with your response. 6) What is the approximate lead-time for acquiring your product? 7) Identify standard terms and conditions associated with delivery and warranties. 8) What are the unique capabilities or performance characteristics of the system? 9) Is special tooling, equipment or training required to implement the use of this system? 10) What kind of demonstrations/testing requirements such as comparable in-use conditions would you recommend? 11) What are the benefits of using a system? 12) What are the risks associated with this requirement and use of the system? How can the risks be mitigated? 13) What specifications and standards would you recommend for this type of requirement? 14) Discuss any logistics considerations including assumptions, distribution, reliability, maintainability, quality assurance requirements, and standardization concepts. 15) Is your business a large or small business? 16) If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business? 17) If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act? 18) Is your firm a certified "hub zone" firm? 19) Is your firm a woman-owned or operated business? 20) Is your firm a certified Service-Disabled Veteran-Owned? 21) Are there subcontracting opportunities with your product? 22) Is your product listed on a GSA schedule? 23) Do you have other government agencies using the product, and if so which agencies, POC's and contract numbers? 24) Provide any POC's for commercial users for general usage of product questions. Firms responding to this announcement that fail to provide all of the required information requested above, cannot be used to help the Government make the appropriate acquisition decisions which is the intent of this sources sought notice. This notice is to assist the USCG in determining potential sources only. All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for a contract award. All interested parties must respond to that solicitation announcement separately from the responses to this announcement. After the review of the responses to this sources sought announcement, and if the Government still plans to proceed with the acquisition, a solicitation announcement will be published on FedBizOps. Responses to this sources sought synopsis are not adequate response to any future solicitation announcement. All interested offerors will have to respond to the solicitation in addition to responding to this sources sought synopsis. AGAIN, THIS SOURCES SOUGHT SYNOPSIS IS NOT A REQUEST FOR PROPOSAL (RFP) AND IN NO WAY OBLIGATES THE GOVERNMENT TO AWARD ANY CONTRACT.
