Combined Synopsis/ Solicitation including the bid form COMBINED SYNOPSIS/SOLICITATION IAW FAR 12.603 SOLICITATION NUMBER: F3YCEE3275A002 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ), for a firm fixed type contract. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisitions Circular 2005-62. All responsible sources may submit a quotation in response to this solicitation, which shall be considered. A contract may be awarded resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government. The Air Force Sustainment Center (AFSC/PZIMB) at Tinker Air Force Base, Oklahoma, intends to award one firm fixed price contract for the acquisition of item(s) listed below. All responsible sources may submit a quotation which shall be considered by the agency. The Government intends to select one contractor; however, the Government reserves the right to award no contract at all, depending on the quality of the proposals/quotes, prices submitted, and the availability of funds. Requirement Overview: Struers Secotom-50 High Precision Cutoff Saw or equivalent Required Final Delivery Date (RDD): 14 MAR 2014 NOTE: Contractor shall propose best estimate of delivery date Delivery Information: FOB Destination, Tinker AFB, OK NOTE: offers with FOB Origin DO NOT meet the terms and conditions of this solicitation Inspection and Acceptance: Inspection and acceptance of the service will be performed at Tinker AFB, Oklahoma Warranty Type: Standard commercial warranty Competition Requirement: 100% Small Business Set-Aside NAICS Code: 334519 Size Standard: 500 Employees Payment Information: Payments shall be made in arrears of required items being accepted by the Government and delivered to the specified delivery destination. NOTE: offers requiring advanced or progress payments DO NOT meet the term and conditions of this solicitation. Required Registration by all Contractors: In accordance with FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, it is mandatory that all offerors wishing to be considered for award must be registered with: • System for Award Management (SAM) (www.sam.gov) • Online Representations and Certifications (ORCA) (www.acquisition.gov) Applicable Clauses/Provisions (Federal Acquisition Regulation http://farsite.hill.af.mil/farsite.html): FAR 52.211-6, Brand Name or Equal FAR 52.212-1, Instructions to Offerors - Commercial Items FAR 52.212-2, Evaluation - Commercial Items FAR 52.212-3, Offeror Representations and Certifications - Commercial Items FAR 52.212-4, Contract Terms and Conditions - Commercial Items FAR 52.212-5 (DEV), Contract Terms and Conditions required to Implement Statutes or Executive Orders FAR 252.232-7006, Wide Area Workflow Payment Instructions (May 2013) Evaluation of Proposals: All offeror's responses will be evaluated in accordance with FAR clause 52.212-2, Evaluation of Commercial Items. Award will be conducted under the provisions of FAR Part 12, Acquisition of Commercial Items. The following factors shall be used to evaluate offers: (1) Technical: quote must be rated as technically acceptable to be eligible for award (2) Price: award will be made to the lowest priced technically acceptable (LPTA) offeror The lowest priced technically acceptable quote that conforms to the RFQ may be selected for award. In order to be technically acceptable and conform to the RFQ, the contractor must provide in writing a detailed approach and process to ensure all technical aspects of the statement of work (SOW) are met, in order to be considered technically acceptable. A statement of "I concur" or "concur" will not be accepted. A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary, must propose exactly in accordance with the item description reflected below - no deviations will be accepted. Number of Contracts to be Awarded The Government intends to select one contractor; however, the Government reserves the right to award no contract at all, depending on the quality of the proposals/quotes and prices submitted and the availability of funds. Contract Line Items (CLINs): 0001 Tabletop, Struers Secotom-50 High Precision Cutoff Saw or equivalent 1 EA Detailed Description: Precision cut-off machine with movable cutting table and viable speed. Automatic feeding electronic control, motorized positioning digital readout, 10 cutting methods and cut-off wheel database included complete with recirculating cooling unit and flange set 50 mm diameter cut-off wheels. 0002 Specimen holder for cylindrical specimens 1 EA 0003 Angling Joint 1 EA 0004 Specimen holder for adhering specimens 1 AM 0005 External cooling connection kit 1 EA 0006 Quick Clamping Device 1 EA 0007 Specimen holder for general use 1 EA 0008 Rotary Stand 1 EA 0009 Revised Lid Assembly without Hinge 1 AM In order to be determined technically acceptable, an offer must clearly show that all items being quoted possess the following characteristics: 1) Overview a. One Struers Secotom-50 High Precision Cutoff Saw or equivalent to be used for sectioning specimens for failure analysis and the first article workloads 2) Machine Structure a. The cut-off saw must have or be capable for connection to an external recirculation tank. b. The cut-off saw will be table mounted and not to exceed 150lbs c. Footprint dimensions of cut-off saw shall not exceed 26 in. in width, 28 in. depth, and 18 in. in height d. Minimum horsepower rating of the motor shall be at least (1) horsepower e. Cutting chamber table shall have a maximum specimen cutting length of 7 in. with a minimum table width of 10.2 in. and minimum table length of 7.2 in. f. Cover to encase the preparation area for added operator safety 3) System Description and Requirements a. The cut-off saw shall have a rotational speed of 200 rpm minimum but not to exceed 5000 rpm b. The cut-off saw shall have automatic stops when cutting and sectioning are finished c. The cut-off saw shall have LED lighting of the cutting chamber area d. The cut-off saw shall have a height adjustment of the cut-off wheel e. The cut-off saw voltage requirements of 220 volts, 50/60 Hz, 2 Ph, and 10 A 4) Control Hardware a. Control panel shall consist of a built in, on screen application guide for displaying convenient information and thereby minimizing errors b. Remote signaling that will indicate when specimens are ready c. The digital user interface shall support up to 10 cutting methods with the following control parameters to include: i. Used and remaining cutting times digitally displayed ii. Automatic feeding with electronic control of feed speed iii. Exicut and Optifeed Function iv. Motorized positioning of cut-off wheel and work piece and digital readout v. LED Backlight Display vi. Touch pad and turn/push knobs for easy programming control vii. Emergency stop, for immediate stopping of all moving parts 5) Accessories a. Cut-off saw to include all necessary star-up supplies. Accessories to include: Quick clamping device, cylindrical specimen holder, angling joint, specimen holder for adhering specimens, kit for external cooling tank, general use specimen holder, rotary stand and revised lid assembly b.
