- This is a synopsis/pre-solicitation notice for non-commercial supplies as prepared in accordance with the format in FAR Subpart 5.207, as supplemented with additional information included in this notice. NSWCCD Philadelphia seeks to award a firm fixed price (FFP) contract to Thermo Fisher Scientific, 27 Forge Parkway, Franklin, MA 02038-3135. The Naval Surface Warfare Center Carderock Division (NSWCCD) Philadelphia has established a requirement for software development to upgrade the WinREMS and WinCardID applications code for Thermo-Luminescent dosimeter (TLD) Readers, to integrate with an updated Microsoft Access 2010 database backend and, to be compatible with Windows 7 by April 2014. The WinREMS and WinCardID shall each have a deliverable of three CDs for a total of six CDs. The required delivery of the supply items is three (3) WinREMS deliverable CDs shall be shipped no later than 60 days after date of award. The three (3) WinCard ID deliverable CDs shall be shipped no later than 90 days after date of award. The NAICS Code for this procurement is 511210. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals and does not constitute a solicitation. However, all proposals received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
