- Justification and Approval (J&A) INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the of the Genetics Developmental Biology Center (GDBC)/Laboratory of Molecular Virology and Gene Therapy (LMVGT) (NHLBI), intends to negotiate and award a purchase order on a noncompetitive sole source basis without providing for full and open competition to Wyatt Technology 6300 Hollister Avenue Santa Barbara, CA 93117nd Name basis without providing for full and open competition to procure Dynamic Light Scattering (DLS) Instrument. Procurement: The Contractor will provide the following: 1. Part # WDPN Dynapro Nanostar: Dynamic Light Scattering Detector with temperature control from-15C to 150C and 90 degree Static Light Scattering Detector. Includes one quartz cuvette, and Dynamics Software. Quantity 1 each 2. Part #Y-INSTALL1: 1 Day Installation; will consist of Onsite installation and familiarization visit by a Wyatt engineer for 1(to include travel expenses) 3. Part #Y-LSUDA: Training Dyna-LSU, on the theory and operation of the DynaPro instrument. For a period of two days on site at manufacturer's designated location. Training is only available for a period three years after installation of system. 4. Part #Y-TECHSUPP, Technical Support: Unlimited free telephone, e-mail and Fax support for one year. 5. Must provide a letter from the manufacturer authorizing your company to resale to the Government Estimated Delivery Estimated time of delivery is 90 days after receipt of purchase order Background: The National Heart, Lung, and Blood Institute (NHLBI) provides global leadership for a research, training, and education program to promote the prevention and treatment of heart, lung, and blood diseases and enhance the health of all individuals so that they can live longer and more fulfilling lives. Purpose and Objective: The materials and methodologies for producing large quantities of recombinant adeno-associated virus (rAAV) that were developed in the Laboratory of Molecular Virology and Gene Therapy (LMVGT) have been extensively licensed and used in clinical trial in Europe. In addition, the first rAAV product approved for sale (Glybera) was produced under a license from NHLBI. In order for us to develop a current good manufacturing practice (cGMP) - compliant process, the assays for assessing the physical properties of the rAAV particle have to be established in the LMVGT. These properties are used to establish uniformity of production batches and assure that the doses do not vary. Reporting Requirements and Deliverables The plates must provide all reports and deliverables as indicated in the contractor requirements. Justification: Refer to attached Justification and Approval ADDITIONAL INFORMATION Industry Classification (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing Small Business Size Standard is 500 employees. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-71 (November 25, 2013). This requirement is under the SAT of $150,000.00. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
