- PR#: 1000019015 NSN : 4730 -015427677 SOLICITATION# SPE7M314X0009 NOTICE: The Government desires to award an Indefinite Delivery Purchase Order (IDPO) contract as a result of this solicitation for multi-year contract or until the aggregate total of the orders placed against the contract reaches $150,000, for the item of supply listed in the solicitation item description. Any reference to $100,000 as the contract maximum in the solicitation clauses and provisions starting on page 1 of the RFQ is hereby changed to $150,000 per the new simplified acquisition threshold in the FAR effective 10/1/2010. The IDPO contract will provide coverage for DLA orders for stock replenishment. Prices shall be FOB DESTINATION and SHALL BE PACKAGED STANDARD COMMERCIAL IN ACCORDANCE WITH ASTM D 3951. Offerors are to submit quotes with pricing and delivery for all quantity ranges and option years in accordance with the solicitation requirements to include packaging and a minimum 90 day quote validity period. The pricing provided will apply to all future delivery orders as a result of the IDPO award. CAP, TUBE. CRES 15-5PH MATERIAL WITH CADMIUM PLATING. 0.625 INCH NOMINAL TUBE SIZE. PER SAE AEROSPACE STANDARDS TITLED "FITTINGS, 24 DEGREES CONE FLARELESS, FLUID CONNECTION, 3000 PSI" AND "CAP, PRESSURE SEAL, FLARELESS TUBE FITTING." CLASS 3 THREADS APPLY TOTHIS NSN. THIS IS A PERFORMANCE REVIEW INSTITUTE (PRI) QML OR QPL ITEM. PRODUCT SUPPLIED TO THIS SPECIFICATION SHALL BEMANUFACTURED BY AN ACCREDITED MANUFACTURER (FOR COMPONENTS) AND/OR ASSEMBLED BY AN ACCREDITIED MANUFACTURER OR ACCREDITED ASSEMBLING DISTRIBUTOR (FOR ASSEMBLIES) AS LISTED IN THE PRI QUALIFIED MANUFACTURER LIST (QML)OR QUALIFIED PRODUCTS LIST (QPL) FOR THISSTANDARD. THE QML OR QPL IS AVAILABLE AT WWW.EAUDITNET.COM. CLASS I OZONE DEPLETING CHEMICALS ARE NOT TO BE USED NOR INCORPORATEDIN ANY ITEMS TO BE DELIVERED UNDER THIS CONTRACT.THIS PROHIBITION SUPERSEDES ALL SPECIFICATION REQUIREMENTS BUT DOES NOT ALLEVIATEANY PRODUCT REQUIREMENTS. IAW BASIC NON GOVT STD SAE AS21914C REVISION NR C DTD 06/19/2008 PART PIECENUMBER: MS21914V10P IAW REFERENCE NON GOVT STD SAE AS18280SUP1A REVISION NR A DTD 11/06/2007 PART PIECE NUMBER: IAW REFERENCENON GOVT STD SAE AS18280E REVISION NR E DTD 01/11/2010 PART PIECE NUMBER: SHALL BE PACKAGED STANDARD COMMERCIAL IN ACCORDANCE WITH ASTM D 3951. Markings Paragraph When ASTM D3951, Commercial Packaging is specified, the following apply: •,,All containers shall meet ASTM D4169, Standard Practice for Performance Testing of Shipping Containers and Systems. •,,All Section D Packaging Clauses take precedence over ASTM D3951. •,,In addition to requirements in MIL-STD-129P, all Labeling and Marking shall have a Method of Preservation of Commercial Pack applied to the MIL-STD-129 identification labels on all shipping containers, including the unit and intermediate levels. The Method of Preservation (M) of Commercial Pack (CP) shall be applied to all labels and marking as "MCP." •,,For all shipments of packaged materiel to the Government, which includes either Depot (DLA-Direct) or DVD (Customer-Direct) shipments, both DoD linear and two-dimensional (2D) bar code markings are required in accordance with MIL-STD-129. See DLAD 52.211-9010 for exceptions to the Military Shipment Label (MSL) requirement. When the MSL is required, the Transportation Control Number (TCN) is not an exception and must always be present. TCN construction is detailed in DTR 4500.9-R (Appendix L). •,,The Unit of Issue (U/I) and Quantity per Unit Pack (QUP) as specified in the contract take precedence over ASTM D3951. •,,Loose-fill cushioning and dunnage materials are prohibited in all shipments to DOD customers. •,,Unitization in accordance with MIL-STD-147, Palletized Unit Loads, is required for all shipments to the DOD activities. The solicitation will be available in FedBizOpps on its issue date on 12/16/13. The proposed procurement contains an option to extend the contract period one or more times at the discretion of the government. The total duration shall not exceed 3 years. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation. Various Increments Solicited. The following Numbered Notes apply: Note 12 - One or more of the items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. All offers shall be in the English language and in U.S. dollars. All interested suppliers may submit an offer. Note 26 - Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services.
