STATEMENT OF WORK MATERIALS LIST J- REHAB THE DRYLAB FOR THE NOAA SHIP OREGON II NOTICE DATE: DECEMBER 16, 2013 Notice Type: Pre-solicitation NAICS: 336611 - SHIP BUILDING AND REPAIRING Contracting Office: Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Eastern Regional Acquisition, 200 Granby Street, Suite 815, Norfolk, VA 23510 The National Oceanic Atmospheric Administration (NOAA), Eastern Regional Acquisition, Norfolk, VA on behalf of Office of Marine and Aviation Operations (OMAO) is soliciting a requirement to rehab the Dry Lab aboard the NOAA Ship Oregon II, Pascagoula, MS. Provide all labor, material and equipment required to perform the Dry Lab Habitability Upgrades, in accordance with the attached Statement of Work, "NOAA Ship Oregon II Dry Lab Habitability Upgrades". This RFQ is 100 percent set-aside for small business concerns. The associated North American Industry Classification System (NAICS) code is 336611, which has a corresponding size standard of 1,000 employees. Solicitation number EA133M-14-RQ-0071 will be issued December 16, 2013 and will close January 15, 2014. The total period of performance for all work specified in the Statement of Work is March 3, 2014 through April 18, 2014. A ship check will be available on January 7, 2014. Contact the Port Engineer, Brian Kelly at 228-769-1155 to schedule a ship check. The Government will issue a firm fixed price purchase order to the responsible bidder whose bid, conforming to the solicitation results in the best value to the Government, considering both price and nonprice factors as specified in the solicitation. The following factors will be used to evaluate quotations: Past Experience: Vendors shall provide a minimum of three jobs of similar scope and size within the past three years. Price: Vendors will be evaluated on the basis of low price in conjunction with past experience. All responsible sources may submit a quotation which shall be considered by the agency. The anticipated award date is on or about January 15, 2014. Contractors are encouraged to register with the FedBizOpps Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis/solicitation is posted).
