- Description
- The Naval Air Warfare Center- Aircraft Division (NAWC-AD) intends to issue a firm fixed price type contract to Sikorsky Aircraft of Stratford, CT on a sole source basis. The contract will provide for quantity of one (1) Part Number (PN): 70700-77744-041, H-60 Main Rotor Dynamic Damper Test Station, and installation, training and support, and associated data in support of the H-60 US Navy Program. This item is needed to support extensive repairs and return the H-60 Main Rotor Damper to a serviceable condition on site at the Navy installation. Sikorsky Aircraft Corporation (SAC) (78286) is the sole owner of the proprietary data necessary to manufacture the Dynamic Damper Test Station. SAC is the only company with the required experience and technical data to provide these items. The US Navy does not possess the technical data necessary to compete this procurement. SAC is the only source that can provide the above supplies and no other supplies will satisfy the program requirements. The Government intends to procure these items under the authority of 10 U.S.C 2304(c) (1) as cited in FAR 6.302-1 'Only One Reasonable Source,' therefore, this is not a request for competitive proposals. However, responsible sources are encouraged to submit a response to this synopsis in writing that may be used by the government to determine whether or not to conduct a competitive procurement. A determination by the government not to open this requirement to competition based upon responses to this notice is solely within the discretion of the government.
