- Fusion Center Operations Support RFI This RFI is being issued for informational and planning purposes. Information gathered will be considered in order to determine the feasibility of a small business providing the necessary support and whether adequate competition exists to set-aside the competition for small business. The information requested will also be used within USTRANSCOM to facilitate decision making and will not be disclosed outside the agency. This announcement is not a Request For Proposal (RFP) or solicitation of any kind. USTRANSCOM is not seeking or accepting unsolicited proposals for this requirement. This notice should not be construed as a commitment of any type by the Government to take or not take any action. Please note USTRANSCOM will NOT be responsible for any costs incurred by interested parties in responding to this RFI. USTRANSCOM is the single manager of the Defense Transportation System (DTS) as well as the Distribution Process Owner (DPO). DTS management includes oversight of all defense common-user transportation assets, Time Phased Force Deployment Data (TPFDD), Force Flow/contingency movements, Chairman, Joint Chiefs of Staff (CJCS) exercises, and Special Assignment Airlift Missions (SAAM)/Channel/Denton/Opportune Surface/Group Passenger (GOPAX) movement requirements. As the DPO, USTRANSCOM directs and supervises execution of the Strategic Distribution system to improve the overall efficiency and interoperability of distribution related activities - deployment, sustainment and redeployment support during peace and war. Both require close coordination with the Transportation Component Commands (TCCs) - Air Mobility Command (AMC), Military Surface Deployment and Distribution Command (SDDC), and Military Sealift Command (MSC), as well as various other DoD and non-DoD agencies to manage the Joint Deployment and Distribution Enterprise (JDDE). USTRANSCOM provides live command and control (C2) for the synchronized transportation, distribution, and sustainment of people and assets, making possible the projection and maintenance of national power wherever needed with the greatest speed and agility, the highest efficiency and the most reliable level of trust and accuracy. USTRANSCOM's Operations and Plans Directorate (TCJ3) develops and implements deployment and distribution solutions and provides movement visibility for the DOD in support of the command's mission to provide global air, land and sea transportation to meet national security objectives.
