Description
The National Renewable Energy Laboratory (NREL) seeks information from individuals that are using the Standard Work Specifications for Home Energy Upgrades (SWS), under the Guidelines for Home Energy Professionals project (Guidelines) who are interested in serving on review committees and/or as committee chairs on an upcoming SWS maintenance project. In an effort to ensure a current, industry-relevant document, SWS maintenance is being conducted to review comments provided by industry professionals on the current SWS documents. These committees will then recommend changes to the SWS as a part of the maintenance project at meetings to be held in the Spring of 2014. The goal of this Request for Information (RFI) is to identify qualified individuals to lead and/or serve as members of the technical committees. These committees will review comments that have been submitted to the SWS online comment tool and recommend changes to the SWSs. As part of this RFI, NREL is specifically looking for individuals interested in working with other industry professionals to resolve comments during meeting(s) taking place at the Affordable Comfort Institute (ACI) National Home Performance Conference in Detroit, Michigan on April 29-May 1, 2014. Broad industry collaboration will ensure that the SWS continues to be the industry standard for home energy professionals in retrofits of residential building types. There will be four subcommittees, based on a combination of housing types and topic areas. Subject matter expertise desired of the interested parties includes the following categories in Single-Family, Multifamily, and Manufactured Housing: • Health & Safety • Air Sealing • Insulation • Heating & Cooling • Ventilation • Baseload Responders must indicate interest in being a committee chair or committee member and in what area of expertise and housing category. Committee chairs are expected to: • Participate in a kick-off teleconference with all selected committee chairs, • Participate in a conference call with NREL staff to review comment assignments, • Develop an agenda for their assigned SME meeting at the ACI conference, • Communicate with committee members prior to the meeting as needed, and • Facilitate their assigned SME meeting. Committee members are expected to: • Review documents as requested by the committee chairs and • Participate fully in the maintenance event. Attendance in person at the maintenance event, which will be associated with the ACI Conference held April 29-May 1, 2014, is required by both committee chairs and committee members. Committee chairs only will receive an honorarium to compensate for time spent preparing and facilitating meetings. Honorarium will not be available for committee members. Responses to this RFI must include: • Contact information • Subject Matter Specialty • Experience, including current resume • Reference • Professional Activities • Availability RESPONSE REQUIREMENTS All responses shall be submitted via public web form at https://sws.nrel.gov/sws_webform on the SWS Tool. Resumes shall be submitted via email to workforce.guidelines@nrel.gov in addition to filling out the web form. If the respondent has an existing username for the sws.nrel.gov website, then users can log in for fields to auto-populate. The response to this RFI is limited to space set aside by the web form. All responses shall directly address the requirements listed above. Responses to this RFI must be received by January 10, 2014. Responding to this RFI identifies you as an interested party only. Your submission is not in response to either a Request for Quotation (RFQ) or Request for Proposal (RFP) and no future RFI or RFP is anticipated. Neither the Alliance for Sustainable Energy, Management and Operating Contractor of NREL, nor the government intends to award a contract or purchase order based on responses to this RFI. Please send all inquiries to workforce.guidelines@nrel.gov. All information received in response to this RFI marked "proprietary" will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or sensitive information contained in their response. Responses to the RFI will not be returned. Responders are solely responsible for all expenses associated with responding to this RFI. NREL will not pay for information received in response to this RFI.
