******PLEASE CONTACT MARY BRINKLEY/ARCS ONLY FOR ALL TECHNICAL QUESTIONS OR CONSIDERATION REGARDING THIS ANNOUNCEMENT. MARY BRINKLEY'S/ARCS CONTACT INFORMATION IS IN THE BODY OF THIS SOLICITATION****** NASA/Marshall Space Flight Center has a requirement for the hardware maintenance of the ImaGen systems supporting the development lines used in the Integrated Avionics Test Facilities (IATF) under the Vehicle Integration project within the Space Launch Systems (SLS) Program.NASA/MSFC intends to procure these services from Concurrent Computer Corporation (CCC). Competition is impractical for the following reasons: CCC provided these ImaGen systems with their proprietary RedHawk Linux real-time operating system. CCC provides the certification for these systems. They test and integrate in-house to guarantee real-time performance that meets the IATF's specific requirements. The IATF labs are integral to the SLS avionics systems. Maintaining the compatibility of the systems within these facilities is necessary for reliability and efficiency. Not continuing the maintenance of these systems provided by CCC or choosing another vendor would seriously impact the integrity and compatibility of these systems and the ongoing work in the labs thus not meeting the Government need. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Mary.M.Brinkley@nasa.gov no later than 4:30 p.m. local time on December 20, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
