- Classification Code: 66 Scientific Equipment and Services NAICS Code 541380 - Testing Laboratories The U.S. Department of Transportation, Pipeline Hazardous Materials Safety Administration (PHMSA) Office of Hazardous Materials Safety (OHMS) intends to solicit and negotiate with one source under the authority of FAR 6.302-1(c) with a period of performance of six months. This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 541380. Size standard is $14.0. The proposed source is Intertek Commodities 2201 40 th Ave SE, STE 59, Mandan, North Dakota. The transportation of crude oil from new sources in the United States, to include the Bakken formation in North Dakota and areas in West Texas, continue to increase. Additionally, the U.S. Department of Transportation (DOT) has information that shippers may not be correctly classifying shipments of crude oil in accordance with the Hazardous Materials regulation (HMR). Scientific services will be solicited to include chemical analysis to determine chemical components, hazard class or packing group. Due to the unique challenges associated with categorizing the hazards associated with crude oil, which is not manufactured, but rather a naturally occurring hazardous material, OHMS is requesting chemical testing beyond classification and packing group assignment to determine potential threats that were previously unidentifiable. This notice of intent is not a request for competitive quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action upon receipt of responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties shall identify their interest and capability to respond to this requirement, no later than 11:00 AM EST, December 20, 2013. All information submitted shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide the items and services. Verbal responses are not acceptable and will not be considered. Responses may be submitted via email if the total file size is less than 5MB.
