Description
N40083-14-R-0007, Design-Build Construction Contract Unaccompanied Housing at Naval Station, Great Lakes, IL On or about JANUARY 7, 2014 a Phase I solicitation for Unaccompanied Housing at Naval Station, Great lakes will be posted on FedBizOpps (www.fbo.gov). This proposed procurement is 100% set-a side for competitive Small Business. No geographic restrictions apply. The NAICS Code for this procurement is 236220, with a size standard of $33.5 million. The Government's objective is to obtain all labor, supplies, supervision, tools, materials, equipment, and transportation necessary for a Design-Build Construction Contract for Unaccompanied Housing at Naval Station Great Lakes, Great Lakes, IL. This is a two-step design-build construction project and the solicitation will result in one contract award. This is a new procurement. It does not replace an existing contract. No prior contract information exists. The work includes, but is not limited to: This project is a Design-Build Project that will construct an approximately 166,000 square foot multi-story masonry and concrete barracks building with a sloped metal roof, heating, ventilation, air conditions, fire protection sprinklers and alarms, data and telephone wiring, underground conduit, wiring, communication and utilities. The project must be designed and constructed to meet current DoD antiterrorism force protection criteria and must be LEED Silver Certified. The building will include 208 sleeping/living modules that accommodate up to 616 students at Naval Station, Great Lakes, Illinois. Offerors shall demonstrate the ability to have performed this work on previous projects. This solicitation will use source selection procedures in which the Government will evaluate proposals based on the following factors: FACTORS Phase 1: Factor 1- Technical Approach Factor 2 - Experience Factor 3 - Past Performance Factor 4 - Safety Phase II: Factor 5 - Technical Solution Factor 6 - Energy and Sustainable Design Price The estimated cost of this potential project is between $25,000,000 and $33,000,000. A Bid bond will be required at time of proposal. Performance and payment bonds and insurance will be required upon contract award (Phase II). This project will be awarded as a firm-fixed price contract. The Government reserves the right to enter into negotiations or limit the competitive range. All interested Small Business firms must have bonding capability. Offerors can view and/or download the Phase I solicitation, and any attachments, at FedBizOpps (www.fbo.gov) when it becomes available. All contractors are encouraged to attempt to download prior to obtaining the solicitation through alternate sources. Many firms and commercial printing services have the capability to print the solicitation package and plan holders list off the internet, if necessary. The official plan holders list will be created by registration and will be available from the website only. Amendments (Phase I) will also be posted on the website for downloading. This will be the normal method for distributing amendments; therefore, it is the offerors' responsibility to check the website periodically for any amendments to this solicitation. Participation in the pre-proposal conferences and site visit is highly encouraged and is the responsibility of the offeror and is not reimbursable by the Government. Liquidated Damages and Davis-Bacon Wages for Lake County, Illinois will apply to this procurement. IMPORTANT NOTICE: All contractors submitting bids, proposals, or quotes on Department of Defense solicitations must be registered in System for Award Management (SAM) prior to award of the contract. The purpose of this database is to provide basic business information, capabilities, and financial information to the Government. The System for Award Management (SAM) website can be accessed at https://www.sam.gov. Reference is made to DFARS Clause 252.204-7004, Required Central Contractor Registration. All new contracts can ONLY be made to contractors who are registered in SAM. This requirement will apply to all solicitations and awards, regardless of the media used.
