- Sources Sought Solicitation Number: HHS-NIH-ORF-SBSS-14-001 Notice Type: Sources Sought THIS IS A MARKET SURVEY.THIS IS NOT A SOLICITATION OR REQUESTFOR PROPOSAL. THIS MARKET SURVEY DOES NOT OBLIGATE THE GOVERNMENT TO ANY CONTRACT AWARD. RESPONSES SHALL BE USED FOR PLANNING PURPOSES ONLY AND SHALL NOT COMMIT THE NATIONAL INSTITUTES OF HEALTH (NIH) TO ISSUE A SOLICITATION FOR THIS REQUIREMENT THE PURPOSE OF THIS SOURCES SOUGHT SYNOPSIS IS TO DETERMINE INTEREST AND CAPABILITY OF POTENTIAL QUALIFIED SMALL BUSINESSES (SUCH AS HUB ZONE, 8(A), WOMEN-OWNED or SERVICED DISABLED VETERANS) WITH NORTH AMERICAN INDUSTRY CLASSIFICATION CODES (NAICS) 541310 - ARCHITECTURAL SERVICES, 541320 - LANDSCAPE ARCHITECTURAL SERVICE AND/OR 541330 - ENGINEERING SERVICES. THE SMALL BUSINESS SIZE IS $7.0 MILLION FOR NAICS 541310 AND 541320. THE SMALL BUSINESS SIZE IS $14.0 MILLION FOR NAICS 541330. Project Description: The National Institute of Health (NIH) anticipates issuing a Request for SF 330 Qualification Statements for professional Architectural/Engineering Services to design and provide Construction Documents and Engineering Services during Construction for the Assure/Expand Chilled Water Capacity, Bethesda on the NIH Bethesda, Maryland campus. The A/E shall provide services for all architectural and engineering disciplines including, but not limited to: surveying, utility locator services, architecture, civil engineering, geotechnical engineering, transportation engineering, structural engineering, including seismic analysis, fire protection engineering, physical security, including blast protection, mechanical engineering, electrical engineering, instrumentation and controls, plumbing engineering, storm water management, landscape architecture, building automation system, building code, life safety and fire protectionexterior envelope and waterproofing, equipment transportation (crane system), lighting (exterior and interior), security consulting, vehicular and pedestrian access control, electronic & perimeter, telecommunications, sustainable design, environmental engineering, environmental assessments, environmental impact statements, and way finding., acoustical consulting, and exterior building identification The project Assure/Expand Chilled Water Capacity, Bethesda, consists of a new underground thermal energy storage system; a new potable water storage system to be integrated with a new multi- storied parking structure, and conversion of an existing surface parking lot to the campus Central Quadrangle with landscaping and hardscaping. Tasks shall include the following: Task 1: Provide engineering services for the design of an underground chilled-water thermal energy storage system (estimated to be between 40,000 ton·hours and 100,000 ton·hours), with coupled connections and decoupled connections to the existing campus-wide chilled water system. Task 2: Provide engineering services for the design of a combined potable water storage system (estimated to be seven million gallons), including pumping systems and connections to the existing campus-wide water distribution system, and a multi-storied 1,400 parking space parking structure. Task 3: Provide landscape architectural services for the Central Quadrangle located at the center of the NIH Bethesda Campus. Construction documents shall be prepared in accordance with the NIH Design Requirements Manual and all applicable building codes, executive orders, including sustainable design, laws, and all relevant policies and regulations. Task 5: Provide architectural and engineering services during construction, including shop drawing review and preparing responses to Requests for Information from the Contractor. Provide As-Built drawings. QUALIFICATIONS: The business must have designed at least three chilled water thermal energy storage systems of similar size that have been constructed and are currently in operation within the last ten years. At least one chilled water thermal energy storage systems must be underground. The business must have designed at least three potable water storage systems of similar size that have been constructed and are currently in operation within the last ten years. The business must have designed at least three multi-storied parking structures of similar size that have been constructed and are currently in operation within the last ten years. The business must have designed at least three large-scale campus/city park/open space areas of similar size that have been constructed and are currently in operation within the last ten years. SUBMISSION REQUIREMENT Interested, qualified businesses capable of performing the tasks described above shall send responses to the Contracting Officer by 3:00 PM EST, January 15, 2014 at the address indicated below or via email. ELECTRONIC SUBMITTALS ARE ACCEPTED AND SHOULD BE SENT TO BRYAN.RAMSO@NIH.GOV. SUBJECT OF EMAIL SHOULD BE, "SOURCES SOUGHT HHS-NIH-ORF-SBSS-14-001". The Government will neither pay for any material provided in response to this market survey nor return the data provided. This is NOT a request for proposal and does not constitute any commitment by the Government. Responses to this Sources Sought Notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future request for SF 330 announcements separately from responses to this market survey. The Capability Statement of Qualifications shall not exceed 10 single-sided pages of 8 ½"x11" size paper, in font type Times New Roman and font size 12 and shall address the following: (1) Company information to include name, point(s) of contact(s); email address(es), physical/mailing address, telephone number, any small business self-certified category (e.g. woman owned and service-disabled veteran- owned and 8(a)) certification, DUNS number; (2) Provide firm's current and relevant design experience relating to the tasks described above including the scope and nature of at least three (3) of the most current or completed comparable projects within past 5 years to include size of the project, delivery method, beginning and ending dates, contract price, beginning and ending dates of the project, customer name and point of contact, point of contact email, mailing address and telephone number, indicate if you were the prime or sub-contractor; (3) Explain what experience your company has had with managing multiple tasks simultaneously, include whether cost and schedule were met, and number of changes that occurred. Provide the number of task orders/contracts managed concurrently and the performance ratings assigned by the customer for those tasks. Additionally, brochures or other pre-printed material may be submitted to address the above capabilities/qualifications under the condition that they are included in the page count subject to the above threshold limitation.
