- This announcement is not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. No solicitation is available at this time. The purpose of this synopsis is to identify organizations with the requisite qualifications to provide the services stated herein. Based on capability statement received in response to this Sources Sought Announcement this acquisition may be solicited as a 100% small business set aside. All small business organizations (SB SDB, WOSB, HUBZone, and VOSB and SDVOSB) are encouraged to respond to this notice. This requirement is assigned a NAICS code of 236220, with a small business size standard for such requirements of $1.0M. The specific purpose of this sources sought announcement is to determine if there are any small businesses, within the parameters identified above, that are able to provide the services identified below. It is important to note that in accordance with Federal Acquisition Regulation 52.219-14 Limitations on Subcontracting the prime contractor is required to perform at least 25% of the labor with their own employees. The National Institute of Standards and Technology (NIST) has a requirement to install mechanical meters on its owned utilities. Specific criteria being sought are: 1. Contractor shall provide their most recent and current EMR ratings furnished by their surety company. EMR shall be less than 1.0 2. Over the past six years- Contractor shall have completed two (2) contracts that involved installation of native BacNet compliant meters and integrating it with existing Alerton ® BAS system. Contract value shall have been at least $250K each. Meters shall include but not limited to - temperature transmitter, humidity transmitter, and air velocity transmitter. a. Owner's name (not a general contractor's name) b. Address of the owner c. Email address of the owner d. Telephone of the owner e. Description of the contract f. Date the contract was completed g. Dollar Value of the contract h. Indicate the type of meters installed 3. Over the past six years - contractor shall have completed two (2) contracts that involved installing or replacing steam insertion vortex meters in pipes of a greater diameter of 4 inches in multiple buildings. The number of insertion vortex meters installed on each contract shall be at a least four. The value of the meters as part of the whole contract shall be at least $50K. Provide the following information a. Owner's name (not a general contractor's name) b. Address of the owner c. Email address of the owner d. Telephone of the owner e. Description of the contract f. Date the contract was completed g. Dollar Value of the meters installed with labor h. The number of buildings that had the insertion vortex meters installed i. The diameter of the pipes that had the vortex meters installed j. Indicate if a new or replacement of existing meters 4. Over the past four years - contractor shall have completed two (2) contracts that involved a "wet tap" of pressurized chilled waters lines in excess of four inches - carbon steel pipe. The contractor shall have completed at least three wet taps on each contract. a. Owner's name (not a general contractor's name) b. Address of the owner c. Email address of the owner d. Telephone of the owner e. Description of the contract f. Date the contract was completed g. The diameter of the pipes taped h. The number of wet taps completed on each contract 5. At least two contract employees shall be ASME certified welders with experiencing welding on steam lines with pressures up to 150 PSI. The welders shall have at least 8 years' experience as certified welders. Provide resumes of the welders. Clearly note in the resume the period the employee was certified with beginning and end dates of certification. 6. Past performance of the contractor on references identified in items #2, #3, #4 and #5 ***** Interested, capable construction service contractor (parties) shall submit a capability statement in response to this Sources Sought Notice, including, at a minimum, the following: (A) Name of Company-include a contact person's name, telephone number, and email address; (B) Company Address; (C) Company Size (please specify as either-Large, Small, Small Disadvantaged, Woman Owned Small Business, Veteran Owned Small Business, Service-Disabled Veteran Owned Small Business, 8(a), Hubzone Small Business) or other; (D) Identify whether you are interested in this acquisition as a prime contractor or a subcontractor; (E) Provide responses to items 1, 2, 3, 4 and 5 above. The total number of pages to reply to this source sought shall not exceed 10 pages. After results of this market research are obtained and analyzed for NIST's minimum requirements, NIST may conduct a competitive procurement. NIST is seeking responses from all small business sources.
