Description
The United States Transportation Command (USTRANSCOM) is seeking information on industry capabilities and potential sources for transportation of military owned fuel by barge in the Puget Sound area. This announcement constitutes a Request for Information only; there is no solicitation at this time. The Government is neither negotiating nor calling for offers at this time. This announcement is an expression of interest only and does not commit the Government to pay for any response preparation cost. The government will not make an award on the basis of this Request for Information. GENERAL DESCRIPTION OF SERVICES: The general scope of services: Transportation of Department of Defense-owned bulk Jet fuel: UN1863, Fuel, Aviation, Turbine Engine,3, III by barge for loading and delivery in the Puget Sound area. PERFORMANCE REQUIREMENTS Loading: Loading location will be Shell Refinery, Anacortes, WA. Delivery: Primary delivery to Whidbey Island Seaplane Base Pier with periodic deliveries to other locations in the area. Hours of Operation: Contractor supplied equipment and crews shall be available exclusively to the Government at all times, 24 hours per day, 7 days per week, for transporting cargo to and between the points stipulated or as may be directed by the Government. Barge: 10-50 Mbbls Period of Performance: Anticipated start date of August 2014 through July 2015 with the possibility of 2-3 one year extensions. Most Restrictive Berthing Limitation (Navel Air Station Whidbey Island/Crescent Harbor: Lat.-40.338333, Long.-122.666667): Dredge depth: 15 feet below MLLW OHW +15.0 MHHW +11.65 MHW +10.65 MLW +2.8 MLLW 0.0 (depth at immediate pier face is only 10 to 11 feet below MLLW) ELW -4.5 (Reid Middleton Report) *Note: Extreme tides range between -4.5 feet below MLLW to 15 feet above MLLW Unique fitting requirements/Special Condsiderations: Connect to 8-inch diameter marine loading arm only, no hoses. Header connection standard 8 inch, class 150 flange connection (ASME B16.5) located midship, between 9.5 feet to 15.5 feet inboard of the hull. • Loading arm motion limited to 6 feet forward and aft of loading arm centerline. • Header height cannot exceed 14'-10" above or 18'-8" below base of MLA, which is located 17 feet above MLLW. • Requires flat, unobstructed deck space for gangway landing, located 105 feet west of MLA centerline. This surface cannot be more than 15 feet above water surface (empty barge), and must allow for 3'-3" wide gangway on rollers and accommodate vessel motion without interference. • Barge must supply fuel at approximately 2,000 gpm and 100 psig, and have safety devices limiting discharge pressure at or below 115 psig. • Mooring configuration should be centrally spaced for symmetric connections to cleats located on 184 foot long pier. Cleats located 16 feet and 86 feet off center of pier. MLA located 6'-6" east of pier centerline. • Barge must have access points to pull samples from each compartment prior to off-load • Gangway is designed to accommodate a maximum deck height above water surface of 15'-6" Loading arm itself limits: • Header connection on the vessel between 6 feet forward to 6 feet aft of the centerline of the loading arm • The header flange must be located between 9'-6" to 15'-6" outboard of the edge of the floating camel (side of barge if tight against the camel) • The maximum height of the header connection is 14'-10" above the base of the arm. • The minimum height of the connection is 18'-8" below the base of the arm, which is located at 17 feet above MLLW. • Angular limits of the primary arm are 78 degrees above and 24 degrees below horizontal. The secondary arm is limited to between 56 to 134 degrees relative to the primary arm. • The live load limit of the fuel pier, 250 pounds per square foot, prohibits the use of vehicles/weight handling equipment. As a result, hoses are not an option. • Spill response and preparation must be vetted trough the local base Environmental personnel prior to establishing the fuel support. It must be clearly identified how the fueling contractor intends to meet the WADOE benchmarks for spill containment and response. USTRANSCOM encourages all interested companies to submit a response to the following: 1. Are you currently operating in the area? 2. If not, would you be willing to reposition a barge to the area? 3. Are there any limits to your company's capabilities to perform? 4. Provide the business size of your company using NAICS 483211: (Small busines is less than 500 employees; large business is more than 500 employees) 5. Are you a VISA participant?
