- NOTICE OF ACTION: The Department of Veteran Affairs, Office of Acquisitions Operations (OAO), Strategic Acquisition Center - Frederick (SAC-F) is issuing this Request for Information (RFI) as a means of conducting market research to identify qualified companies with the capability and resources to provide on-site verification examinations for the Office of Small Disadvantage Business Utilization (OSDBU), Center for Verification and Evaluation (CVE) and determine if this acquisition can be set-aside for Small Business (SB) concerns. Any and all information requested in response to this RFI is for Market Research purposes only. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government is under no obligation to issue a solicitation or to award any contract on the basis of this RFI. All costs associated with responding to this RFI will be the sole responsibility of the contractor. All submissions to this RFI will be treated as business confidential materials, become Government property, and will not be returned. BACKGROUND: Public Law (PL) 109-461 and 111-275 established the Veteran Verification Program (VVP). Under the program, CVE must verify Veteran status and examine ownership and control records to verify that businesses are eligible to participate in VA's unique buying authority established by the PL 109-461 (section 502 and 503). To apply for inclusion in the program, owners must complete VA Form 0877 and submit supporting business documentation for review to CVE. In some cases, an on-site examination is required to determine the management and control of the applicant. SCOPE OF WORK: To obtain a qualified contractor capable of providing 1) on-site verification examinations to Small Business located throughout the United States and Puerto Rico. INFORMATION REQUESTED: If interested, please submit a capabilities statement which describes the following: 1.Existing capabilities and experience in performing business and/or financial/law enforcement/audit/fraud investigations. 2.Familiarity with state and local laws and regulations regarding requirements for organizations and operations of various business types, to include community property and incorporation laws. 3.Familiarity, experience, capacity and capabilities to support rapid (3-7 calendar day) response requirements for on-site examinations of multiple sites at multiple dispersed locations simultaneously across the United States. 4.Existing experience and knowledge of various business types and organizations such as limited liability corporations, c/s-corporations, partnerships, sole proprietorships, etc. 5.Capacity and experience in drafting and preparing key documents (reports, analysis, financial records, briefings, and presentations, etc) for senior leadership within short, rapid response requirements and strict content. Describe how your firm maintains quality standards and providing quality control of content and accuracy of such documents and records. Description should include ability to prepare and provide monthly reports, financial records, and invoices normally associated with contract execution. 6.Ability to deal with third party organizations in representing the Government or other similar oversight organization in coordinating and interpreting requirements, explaining issues, and gaining consensus among various parties. 7.Ability to develop, assess, and analyze metrics that facilitate strategic decisions. The metrics should be associated with outreach efforts or other related activities similar to analysis of on-site visit results. This description should include development of meaningful metrics, collection, compiling, and catalog data to populate metrics, analysis of data to support predictive analysis and to assist in projecting future activities, trends analysis, and identification of potential systemic risk factors. Development of multiple recommended courses of action. 8.Identify the following: a.Applicable business size, socioeconomic categories (SDVOSB, VOSB, 8a, HUBZONE, WOSB, and SB); b.GSA/FSS contract number, including SIN category(if applicable); c.The company's Data Universal Numbering System (DUNS) number; d.The applicable North American Industry Classification System (NAICS) code, if contractor believes another code would be more appropriate, please list code and justification; and e.Contract type; include rationale/justification for selection. RESPONSES: Responses should include the following subject heading: "RFI - CVE On-Site Examinations RFI No. VA119A-14-I-0021" and shall include: Company's name, mailing address, e-mail address, telephone and fax numbers, website address (if available), and the name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives. Responses should be single-spaced, single-sided, 12 point-font, with numbered pages and should not exceed 10 pages in length, including cover page, appendices, tables and figures. The information obtained from responses to this RFI will remain confidential insofar as permitted by law, including the Freedom of Information and Privacy Acts.
