- The Department of Interior, National Park Service, Yellowstone National Park, is seeking interested sources that can provide any one or all of the following requirements for the next five years (base plus four option years): Chip Sealing Chips: The base year shall consist of 5300 tons of 3/8 grade 4 A washed chips to the Norris Pit, Yellowstone National Park, 26 miles South of Gardiner, Montana. Delivery must be completed by 06/30/2014. Specifications: Cover material shall meet the requirements of the following gradations as determined by Montana Specification MT-70 1, Table 701-12.Sieve Size 3/8 - Percent Passing 100%, Sieve Size No. 4 - Percent Passing 9 - 50%, Sieve Size No. 8 Percent Passing 2 20%, Sieve Size No. 200 Percent Passing 2 - 5%. The material for Grades 1A through 4A must be non-plastic. For Grade 5A the liquid limit and plasticity index for the material passing the No. 40 (0.425mm) sieve cant exceed 25 and 6 respectively. The composite aggregate must not have adherent films of clay, vegetable matter, frozen lumps, or other extraneous matter that prevents thorough coating with bituminous material. Bituminous material must remain adhered to the material upon contact with water. No combination of shale, clay, coal, or soft particles shall exceed 1.5 percent. The material shall have a wear not to exceed 30 percent at 500 revolutions; and a minimum of 70 percent by weight of the coarse aggregate for Grades 1A through 4A must have at least one fractured face. A minimum of 50 percent by weight of the coarse aggregate for Grade 5A must have at least one fractured face. Successful contractor shall supply results of test documents to NPS prior to commencement of delivery. Delivery: All deliveries will be made with dump trucks, dump trucks with pup trailers, side dump and belly dump type trailers. Length of any unit delivering within the Park shall not exceed 75 feet in total length of the unit/units. The contractor shall adhere to all roadway use regulations and posted speed limits within the Park. The use of engine brakes (either compression or exhaust) in a 3 mile radius of Mammoth is prohibited due to housing area and campground in Mammoth. The contractor shall deliver chips to the approximate location noted in the line item above. The contractor shall coordinate the exact dates and times of delivery with the NPS in advance. The contractor shall insure that the total for all amounts ordered and delivered does not exceed the amount noted in the contract line item. The contractor's schedule shall allow the NPS a 3 hour time span from the time the contractor's delivery trucks arrive at the project site to the time the NPS is actually able to accept delivery and release the trucks. Violation may result in vehicles being removed from hauling within the Park. Sanding Material: The quantity will be a minimum of 2000 tons not to exceed 7000 tons per year of Grade 4, inch (12.5 mm) material. It will be priced on a per ton basis with contractor delivering the material to the sand pit located in Gardiner, Montana behind the National Park Service Heritage center. Stacking of the Material will be the responsibility of the entity doing the hauling. Specifications: Cover material shall meet the requirements of the following table of gradations as determined by Montana specification: 701.02.3 Sand Surfacing, Furnish sand surfacing meeting Table 701-7 graduation requirements. Copies of the referenced Montana Specifications may be obtained from the Montana Department of Highways, Highway Building, Helena, MT 59620. Montana 701.02.1 General Requirements: The following test methods, as applicable, are used to evaluate the surfacing aggregate quality: Sieve Analysis For Fine And Course Aggregate MT-202, Wear Test MT-209, Liquid Limit, Plastic Limit, Plasticity Index MT-208, Fracture MT-217, Volume Swell of Bituminous Mixtures MT-305, Cleanness Valve MT-228, Petro graphic Examination 2-456-3*. Shouldering Material: 4500 tons of inch grade 2 shoulder material for the 2014 construction season. The material if delivered will be hauled to the Norris Pit, Yellowstone Park WY, 26 miles south of Gardiner MT. The material must be supplied to the pit by July 1, 2014. Specifications: Cover material shall meet the requirements of the following table of gradations as determined by Montana specification: 701.02.6 crushed top surfacing type A. Furnish crushed top surfacing Type A, including added binder or blending material, meeting Table 701-10 graduation requirements. Copies of the referenced Montana Specifications may be obtained from the Montana Department of Highways, Highway Building, Helena, MT 59620. Bituminous material must remain adhered to the material upon contact with water; When the aggregate is to be bituminized, both the material source and the composite aggregate must have a volume swell not exceeding 10 percent, and not show cracking or disintegration; Do not remove intermediate sizes from the material during production, unless authorized in writing; Have a wear factor not exceeding 50 percent at 500 revolutions; and at least 35 percent by weight of the aggregate retained on the No. 4 sieve must have at least one mechanically-fractured face.
