- Modification 04 provides answers to vendor questions. This contract requires an Independent Validation and Verification (IV&V) of its Investigative Case Management System (ICMS). The purpose of the IV&V is to validate the accuracy, operational capability, and data integrity of ICMS to determine if it meets the standards of the Agency during the software life cycle. This procurement document defines the IV&V services required by SIGAR in support of the ICMS automation effort. Questions and Answers. 1.Question: Would participants in the SIGAR IV&V project require clearance at the time of award or can such clearance be attained after the engagement? Answer: Clearance needs to be completed at time of award. 2.Question: What is the desired length of the sources sought? Answer: Sources Sought period ends 12PM Monday 16 December 2013 3.Question: Is there an incumbent IV&V contractor? If yes, who and contract number? Answer: No 4.Question: Who is the development contractor? This request is to ensure no conflicts of interest exist prior to bidding on the PWS. Answer: ICMS was developed in house by SIGAR programmers 5.Question: The RFI states on www.fbo.gov that the anticipated period of performance will be six (6) months starting the date of award, but in the PWS, the period of performance shall be for (1) Base Period of 4 months. Which is it? Answer: Base period for the contract will be 4 months, starting at the time of contract award. 6.Question: When was the ICMS initially released? Answer: January 2012 7.Question: Is there an ICMS production and release schedule? Will it be provided? Answer: Yes, production schedule will be presented at the time of awards 8.Question: Is there a published ICMS technical architecture? Answer: Yes 9.Question: Who will provide and how long after contract award will the required DOD Information Assurance Awareness training be provided in order to gain access to the IS? Answer: IMO will provide the IAA training and test will be conducted once the employees have been processed in JPAS. 10.Question: Who will provide the required Level 1 OPSEC training and how long after contract award will it be initiated? Answer: SIGAR's Security Officer will provide a security briefing which will include OPSEC training. Training will be given during the contractor in-processing. 11.Question: For monitoring purposes will the IV&V contractor have remote read only access to the development environment? Answer: No 12.Question: Does the development contractor maintain a test environment separate from the production environment? Answer: Yes 13.Question: The Performance Requirements Summary - the Standard column of compliance is too broad. For example PRS#1 standard is compliance with Part 4 of PWS. Part 4 has more than the required IV&V plan. Recommend in the case of PRS#1 the Standard states quote mark Compliance with PWS task #IM-1 quote mark. This now can be measured again this task requirement. Answer: We can change this to desired wording. 14.Question: For PRS#2 is the statement: quote mark the review and make recommendations on both the management of ICMS project and technical aspects quote mark limited to the development contractor only or both the government and development contractor? Answer: Both the government and development contractor. 15.Question: Will IV&V activity reviews be isolated to the current deployed Production Version and/or Development version? Answer: Just production 16.Question: Does ICMS have a formal government approved requirements document to support IV&V testing? Answer: Yes 17.Question: What software development approach/standards are the SIGAR contractors required to follow? Answer: Standard or best practices. It is a customized program. 18.Question: Does SIGAR have a government test organization and test plan? Answer: Test plan, No government test organization. 19.Question: Since process and document reviews are part of scope, what development methodology are you using-Waterfall, Agile, etc.? Answer: This is an application that was being used by another (OIG) and provided to SIGAR to be customized for our needs. 20.Question: Will the IV&V contractor participate in the development contractor's software development life cycle (SDLC) processes: requirements definition, preliminary design review, critical design review, test readiness review, and production readiness review? Answer: Development has been completed. 21.Question: As an FFP, is monthly progress payment planned and if so based upon what? Answer: Monthly progression plan will established with the government and the contractor. 22.Question: Archive Documents - quote mark this complete archive is to be submitted with the respective final invoice for IV&V review no later than 90 days after contract award quote mark Should this be rephrased: quote mark this complete archive is to be submitted prior to submitting the final contract invoice, but no later than 30 days after SIGAR Final Report Debriefing quote mark Answer: Yes, rephrased version is fine. 23.Question: Will IV&V team have access to end users to conduct surveys, operational testing and usability testing? Answer: Yes, Investigations and IT directorates will assist with this process. 24.Question: Is operational test and evaluation (OT&E) included in scope of this work, or is there a third party Operational Test Agent (OTA) and Operational Test Director (OTD)? Answer: This should be included in the scope of work. There is no third party testing involved. 25.Question: Is there a baseline (current state) of quality measures (e.g., current performance test metrics) that are currently available, or is collecting a baseline measurement part of this scope? Answer: No baseline available. This is something that can be considered. 26.Question: Do target quality measures exist? Or is developing performance targets part of this scope? Answer: No process measures exist, only requirements and deliverables for customizing the application. 27.Question: Do detailed business process artifacts exist to document ICMS processes? Or is developing process flows part of this scope? (these will be required to answer questions in PWS below: What is the SIGAR's current process? What is good about the SIGAR's process? What improvements are recommended for SIGAR's processor technology? Is SIGAR making measurable progress in this area? Answer: Minimal artifacts exist. Process flow will need to be considered as part of the scope. 28.Question: Is the system currently in Full Operational Capability (FOC) state, or is it Initial Operational Capability (IOC). Answer: System is in Full Operational Capability 29.Question: Is there classified data, or just sensitive? Answer: Just Sensitive 30.Question: Section 1.1 states that quote mark It runs on a ColdFusion 8 platform with a SQL DB backend and is coded with.Net technology. quote mark Could you please clarify this technical set-up? Is the application using both ColdFusion and.NET programming languages? Answer: No.NET is being utilized at this time. Code is written in Cold fusion with SQL backend. 31.Question: Do you intend to use a GWAC small business set aside or go to open market? Answer: Depends on response. 32.Question: pg. 7 makes mention of quote mark the following table of deliverables... quote mark however no table is listed until Append 1 - are the Appendix 1 deliverables the total list of anticipated deliverables? Answer: Yes. 33.Question: section 1.6.8 Post Award Conference / Periodic Progress Meetings - quote mark The contractor should prepare for recurring weekly progress meetings with SIGAR staff. These meetings shall be at no additional cost to the government. quote mark Are these meetings intended to be onsite in Arlington or Abeerdeen PG? Is the government open to status meetings being a virtual / tele-conference meeting? No specific deliverable for weekly progress meetings is listed in Append 1. Is there a specific deliverable expected for the weekly progress meeting? If so, does the government have anticipated specifics of this deliverable or this is up to the contractor? Answer: The meetings will be conducted in Arlington VA. Weekly status meeting will be used to check progress and findings throughout the week. It is also used to have good a form of communications. 34. Question: Is there an anticipated schedule for the quote mark Periodic IV&V Review Report quote mark for the Draft and for the Final? The word quote mark periodic quote mark eludes to the government having some sort of anticipated schedule of delivery and review period of these reviews in mind? If so, can you elaborate? Answer: Periodic IV&V review report will be weekly with M&S staffing. 35.Question: Is there a page limit? Answer: No. 36.Is the place of performance for the entire project at the Aberdeen Proving Grounds, or is part of the work expected to be conducted in Crystal City? Answer: All work will be conducted in Crystal City. 37.Would participants in the SIGAR IV&V project require clearance at the time of award or, can such clearance be attained after the engagement begins? 38.Answer: Participants will be required to have clearance at the time of the contract award. All qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), Hub-Zone, and other small business sources may submit their capability statements to Ron Wooley at Ronald.l.wooley2.civ@mail.mil no later than 12PM Monday 16 December 2013.
