Attachment 3 - SCA Wage Determination 05-2120 Rev 14 dated 19 Jun 13 for Monroe Co, FL (Key West SATCOM) Attachment 2 - Preliminary MASS DD214 dated 12 Jun 13 Attachment 1 - MASS Performance Work Statement dated 11 Dec 13 Mobile Air Surveillance System RFP FA4890-13-R-0007 * SEE ATTACHED PRE-PROPOSAL CONFERENCE INFORMATION MEMO * Air Combat Command, Acquisition Management and Integration Center (ACC AMIC), Langley AFB, Virginia, has a requirement for Mobile Air Surveillance System (MASS) support services. ACC AMIC hereby publicizes its intention to solicit for non-personal services necessary to provide program management, operations and maintenance, and mission support for the Mobile Air Surveillance System (MASS) program. Additionally, the contractor shall provide all management, personnel, equipment, tools, materials, supervision, and other items and support necessary to perform services as defined in the attached Performance Work Statement (PWS) dated 11 December 2013. The mission of MASS is to provide air surveillance in support of United States and Allied Nations counter drug efforts throughout the United States Southern Command (USSOUTHCOM) area of responsibility and to support air sovereignty, search and rescue, and regional cooperation missions. The MASS incorporates Ground Based Radar Systems (GBR) and various other United States Government and Partner Nation assets to include : 1) TPS-70(V)5 radars at San Andres, Riohacha, San Jose del Guaviare, Marandua, and Tres Esquinas, Colombia; 2) Satellite Earth Based Terminals located at Bogota, Colombia, at the Joint Inter-Agency Task Force - South (JIATF-S) in Key West, FL, and a JIATF-S emergency cut-over terminal located at the Davis-Monthan AFB Combined Air Operations Center (CAOC) in Tucson, AZ.; and 3) HF Tactical Digital Information Link (TADIL) sites at Cerro Azul, Costa Rica, and co-located with the TPS-70 radar site at Tres Esquinas, Colombia. There is a potential to incorporate additional sites at a later date, or to eliminate some locations based on changing requirements within the counterdrug mission. A solicitation will be issued for this effort utilizing the Lowest Priced Technically Acceptable (LPTA) source selection procedures. Award will be made to the offeror deemed competent and responsible in accordance with FAR Part 9 and whose proposal is deemed technically acceptable with the lowest evaluated price. The estimated period of performance will consist of a 30-day transition period (estimated as 1 - 30 September 2014), an 12-month base period (estimated as 1 October 2014 through 30 September 2015) and four (4) one-year option periods. This requirement will be solicited as a competitive noncommercial acquisition reserved for small business firms IAW FAR 19.502-2. In order to be eligible for award, registration under the correct North American Industry Classification System (NAICS) code in the System for Award Management (SAM) database is required. To register, go to http://www.sam.gov. The applicable NAICS code for this solicitation is 517919, All Other Telecommunications and the small business size standard is $30.0 million. To ensure all parties have maximum opportunity to participate in this acquisition, a draft Request for Proposal (RFP) and draft Performance Work Statement (PWS) was posted for industry review and comment no later than 3 October 2013. Interested parties were asked to review these documents and provide comments, questions, or suggestions via e-mail. The Government will consider and respond to all inputs received. The official RFP was issued on 12 December 2013, with the date for receipt of proposals of 17 January 2014. The Government plans to use the Internet and e-mail as the primary means of disseminating and exchanging information. Hard copies of documentation will not be made available. Solicitation, amendments and other miscellaneous documents will be posted to the Federal Business Opportunities (FEDBIZOPPS) website at http://www.fbo.gov. It is the responsibility of each offeror to review the website for notice of amendments, updates or changes to current information.
