Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The Pregnancy and Perinatology Branch, within the Division of Extramural Research of the Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), National Institutes of Health, intends to negotiate a new contract, entitled "Data Analysis of the Stillbirth Collaborative Research Network" on a sole source basis to RTI International under the authority of 41 U.S.C. 253(c)(1), FAR 6.302-1 (a)(2) and HHSAR 306.302-1 (a)(2)(iv). The purpose of this acquisition is for RTI International, (the Data Coordinating and Analysis Center of the Stillbirth Collaborative Research Network) to conduct a follow-up analysis which will integrate and expand on information generated by the Stillbirth Collaborative Research Network (SCRN) related to fetal growth restriction, genomic abnormalities, placental pathology, the microbiome and racial disparity. The Stillbirth Collaborative Research Network (SCRN, was funded through 6 cooperative agreements (grants) with NICHD to investigate the incidence and etiology of stillbirth. It is composed of five clinical sites at University of Utah, Emory University, Brown University, University of Texas Medical Branch at Galveston and University of Texas, San Antonio, with Research Triangle Institute (RTI) International serving as the Data Coordinating and Analysis Center (DCAC). The Network is governed by a Steering Committee which is composed of the PI and co-PIs from each funded institution and representatives from NICHD. Under this proposed contract, RTI International shall develop analytic plans and perform analyses using the existing SCRN database to include the microarray and microbiome data. RTI International will work with SCRN investigators and the NICHD to develop papers which will be submitted for publication. For the past ten years, under its cooperative agreement as the Data Analysis and Coordinating Center of the SCRN network, RTI International provided senior statistical leadership for the design of the population-based surveillance and case-control studies of stillbirth conducted by SCRN. In addition, the RTI was responsible: for protocol development and tracking; forms development; database development, database management, and monitoring; and coordinating of all regulatory activities. All of the data collected for the surveillance and case-control studies was centrally deposited and remains at RTI. RTI developed and manages the biospecimen tracking system and the link to the biospecimen repository at Fisher Bioservices. It developed and awarded subcontracts for microarray and microbiome analysis of biospecimens. It leads the statistical analysis of the data collected by SCRN, providing expertise and programming and statistical analytical support. This has led to 12 publications by the SCRN to date with others in progress. The database managed by and maintained at RTI contains extensive keyed data in more than 100 separate data files (e.g., 29 from chart abstraction, 18 from the maternal interview, 39 from pathology). The database also includes the data from the microarray and microbiome analyses. The database housed at RTI as well as the biospecimens are not available for access by any other source in its present format. A limited database with documentation for public access is planned for completion within the next year but there is no funding or infrastructure to support its use. This acquisition will provide the funding and infrastructure for RTI to complete the analyses and provide this data in a usable format for the scientific community. RTI has unique qualifications, listed above: it is the only source with the complete database and 10 years of knowledge and expertise to use it. The SCRN study is the only population -based case control study of stillbirth in the United States. It was conducted at 59 hospitals and enrolled 663 stillbirths and 1900 live births. The analyses required by this acquisition build on prior information obtained by SCRN and use of the SCRN database. These analyses can only be done by RTI. No other organization has the data or such extensive experience with the database. This is not a request for proposals. The capability statement will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
