- ***NOAA's Acquisition & Grants Office, National Severe Storms Laboratory, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Vaisala Inc, of Louisville, CO, for the purchase of a RFP-900 signal processor. ***The sole source determination is based on the National Severe Storms Laboratory (NSSL) requirement to upgrade the current RVP-8 signal processor in the mobile dual polarized X-band Doppler radar system; NOXP. RVP-8, manufactured by Vaisala, is the primary controller, data acquisition and signal processing equipment in the radar. It is used in all NWS's WSR-88D and many FAA's radar systems. RVP-8 is rapidly approaching end-of-life. Vaisala no longer manufactures or sells the RVP-8 and support will cease December of 2015. Upgrading to the RVP-900 will allow the NSSL to transfer their IRIS Radar and IRIS Analysis software licenses to the new platform resulting in savings of significant software costs. In addition many other hardware and software components developed over the years will be directly ported to the RVP-900 resulting in significant additional savings. RVP-8 and RVP-900 are solely manufactured and sold by Vaisala. There are no known manufacturers with compatible hardware and software. Delivery date shall be 30 days after award. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 10 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
