Description
1. CONTRACT INFORMATION: The Transatlantic Division, Middle East District (TAM), US Army Corps of Engineers (USACE) is evaluating the ability of businesses to perform construction of the Northern Electrical Power System (NEPS) in various cities located in Afghanistan. The Government is performing market research in order to specifically determine the capability of potential offerors to perform the work specified below. The magnitude of this construction project is between $25,000,000.00 and $100,000,000.00 with an anticipated period of performance of 715 calendar days after issuance of the Notice to Proceed. 2. PROJECT INFORMATION: The United States Army Corps of Engineers has the requirement to design and construct the Northern Electrical Power System in Afghanistan that will expand the high voltage (220kv) power system from the new Pul-e-Alam Substation to be built as part of this project in Logar to the existing 220kv Kabul South Switch Station in order to provide electricity to un-served population centers, provide a backbone for a national grid and allow for future expansion of this grid. The objective of this project is to provide a cost effective, reliable transmission system for the distribution of electric power in Afghanistan to population centers in the Logar Province. The NEPS transmission line will be extended further south as part of a separate Contract from the Pul-e Alam Substation to serve population centers in the Gardez and Khost provinces. The Government request interested parties to submit their Design-Build experience for the construction of high-voltage lines and towers of at least 110kV with associated substations in Central and Southwest Asia. Offerors should include the location, value and the associated elements for the project (lines, towers, substations, etc). The offeror should also include the year the project was completed and the offeror's role in the design and construction of the particular project. 3. In order for the Government to determine/evaluate the capabilities of those interested, please fill out and return the Capabilities Statement that is listed under quote mark Additional Info quote mark of this announcement. Please provide a minimum of three (3) projects that demonstrate experience with the contsruction of 110kV (minimum) and associated substations located in the CENTCOM Area of Responsibility (AOR). Please submit your response no later than 15 December 2013. No hard copy, e-mail or facsimile submissions will be accepted. This synopsis is for market research purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP) nor does it restrict the Government as to the ultimate acquisition approach.
