Description
This is a sources sought synopsis for acquisition planning purposes and no formal solicitation exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, management, and financial capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy is warranted. The Lower Colorado River is a highly regulated river system that is managed to meet the water and power demands of Nevada, Arizona, and California. Within the rivers historic floodplain, the Bureau of Reclamation is tasked with creating and/or conserving thousands of acres of riparian, marsh, and backwater habitats between Hoover Dam and the United States border with Mexico. Reclamation has an on-going need for Environmental Architect and Engineering (A&E) Design services to support habitat creation in the Lower Colorado Region. Reclamation is seeking A&E services over a five year performance period from firms with expertise in Civil/Hydraulic Engineering, Ecology, Geomorphology, Riparian Biology, GIS, and Landscape Architecture. Interested offerors must have the appropriate and current licensing and registrations to perform the following types of services in Arizona, California, and Nevada. Prepare complete engineering design drawings and construction specifications for habitat creation projects, which may include any or all of the following: oNatural channel design including analysis of hydrology, geomorphology, and riparian ecology; oEngineering design of water diversion/control structures, road crossings, ponds, pipelines, irrigation systems, flood /erosion control systems, boat ramps and any other infrastructure necessary to maintain site for the remaining life of the MSCP program. Render conceptual drawings to be used during early project discussions. Prepare applications and supporting documentation for Army Corps 404 permits, Clean Water Act 401 certifications, and any other necessary state or local permits. Perform wetland delineations and complete report documenting results. Develop restoration/planting plans in coordination with the project team. Produce GIS products such as maps, spatial analysis, models, and 3D site drawings using elevation data. Perform field oversight. Attend project team meetings. The contractor will be responsible for providing all required personnel, equipment, travel costs, tools and materials needed to accomplish various projects that will be ordered via Task Orders under an Indefinite Delivery / Indefinite Quantity Type contract vehicle. Performance is anticipated to begin in July 2014 and run until July 2019. Responsible sources are welcome to submit a capability statement on or before 12:00 PM on December 27, 2013. Submittals will be reviewed and considered by Reclamation during the solicitation planning process. All firms should identify whether or not they are a small business or other than small business in accordance with the size standard for The North American Industry Classification (NAIC) 541310 - Architectural Services.
