- This proposed contract is a follow on effort from a previous contract. This contract will establish or maintain an essential engineering, research, or development capability that is considered essential be meet current and future Navy requirements. Maintaining this capability is critical for the continued development of these highly specialized AUVs especially at is relates to both mid to deep range systems. For instance, WHOI is the only known institution that has experimented and tested their unique and innovative concept of underwater charging, docking, and recovery systems for AUVs. WHOI is also the only known institution that can launch and recover large AUVs through a moon pool. This contract will only cover developmental versions of AUVs. Each new version of the AUV will require different depths, which causes a change to the sensor units in each model and possibly a different launch and recovery system. To meet different depth requirements, larger and more reinforced sensors will be needed. Therefore, sensors needed on the larger AUVs are not mechanically and dynamically feasible for the mid to smaller AUVs. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with Only one or a limited number of sources under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals, however, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Award will be made only if the offeror, the product/service or the manufacturer meets qualification requirement at time of award, in accordance with FAR clause 52.2091 or 52.209-2. The solicitation identifies the office where additional information can be obtained concerning qualification requirements and is cited in each individual solicitation. Offerors must submit a completed solicitation package. A copy of the solicitation will not be available via the DIBBS as this constitutes a letter solicitation. The solicitation issue date is 01 Feb 2014.
