Description
Naval Undersea Warfare Center Division Newport (NAVUNSEAWARCENDIVNEWPORT), intends to award on a sole source basis, a three year Indefinite Delivery Indefinite Quantity (IDIQ) type contract to Lockheed Martin Sippican in Marion, MA for the procurement of engineering services to support the Mk 48 Mod 7 Common Broadband Advanced Sonar System (CBASS) and subsystems. This effort requires engineering services to support the future capability upgrades of weapon components being provided under the competitive NAVSEA Production contract (N00024-11-C-6404) awarded to Lockheed Martin (LM). The approximate level of effort is 80,000 hours, NAICS code is 541330, Solicitation is Unrestricted. Lockheed Martin (LM) Sippican of Marion, MA is the sole manufacturer of the MK48 Mod 7 CBASS subsystem. LM has the system level knowledge of the torpedo design, including in-depth experience in the development of signal processing algorithms and hardware and software obsolescence issues associated with the existing Technical Data Package. NAVUNSEAWARCENDIVNEWPORT has been tasked by the Program Executive Office, PMS404 to lead the Torpedo Spiral Development Program. Lockheed Martin's expertise in the Mod 7 CBASS hardware and software design is required to support the spiral development program and to enable the Government to rapidly update and maintain these systems. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
