- Synopsis: The Healthcare Acquisition Activity-JTF Camped, Bethesda, MD, intends to issue a firm-fixed-price contract on a sole source basis to Medical Faculty Associates, Inc for Emergency Room Physicians and Emergency Room Physicians Assistants at Walter Reed National Military Medical Center (WRNMMC), Bethesda, MD as defined below. The period of performance is from 1 Jan - 30 Apr 2014 The North American Industry Classification System (NAICS) for this requirement is 621111 and the size standard is $10M. All responsible sources who are able to provide the services required FOR THE FOLLOW ON REQUIREMENT WHICH IS EXPECTED TO START 1 MAY 2014 may submit a response to the Government point of contact via email. Sources will need to indicate if they are a large or small business. A determination made by the Government to not compete this requirement may be based on responses to this notice and is solely within the discretion of the Government. Information received may be considered solely for the purpose of determining whether to conduct a competitive procurement. Contracting Office Address: HCAA, JTF CapMed, Northern Region Contracting Office (NRCO), WRNMMC, Bethesda, MD 200889-5000 Description of Service for ER Physicians: Provide didactic and bedside clinical teaching in emergency medicine for residents, interns, and medical students in accordance with the published schedule, Emergency Medicine core curriculum, and learning objectives of the Department's Academic Director and the hospital's house staff GME program. Educate, and mentor the residents, interns, and students providing emergency medicine services within the scope of their privileges or responsibilities. Advise the Department's Academic Director on the progress of each resident, intern and student. Lectures will be assessed by the Department's Academic Director for quality and content and evaluation will include house staff and Medical Student feedback. Develop and deliver didactic lectures on common core emergency medicine topics for morning conferences, scheduled daily lecture series and grand rounds. Lead informal case reviews (board rounds) at changes of clinical shift. Lectures will follow a standard didactic framework and include clearly defined objectives, a focused block of content material, and be limited to 45-60 minutes. Minimum of 4 didactic lectures a month with content based on Emergency Medicine Core Curriculum and Objectives provided by the ED Academic Director. Provide education, training, clinical guidance, advise and provide feedback, to healthcare professionals and paraprofessionals who rotate through the DEM. These may include but are not limited to Navy & Army reservists, corpsmen, medics, dental residents, medical students, interns and residents, or physician assistants in training from other institutions. Serve as an advocate for the rapid, efficient, and appropriate disposition of Emergency Department patients by effectively interacting with consulting house staff and attending physicians from a variety of other medical and surgical services. Provide clinical advice and recommendations to emergency medical services personnel (EMTs and EVOC drivers) transporting patients to or from the MTF via ambulance. Provide medical advice and recommendations to local EMS ambulances requesting support via the WRNMMC ED EMS Base Station radio IAW DOD and Maryland State EMS Protocols. Order diagnostic tests as applicable. Prescribe and dispense medications as delineated by the Pharmacy and Therapeutics Committee. Demonstrate awareness of legal issues in all aspects of patient care and unit function and strive to manage situations in a reduced risk manner. Participate in peer review and performance improvement activities. Provide training and/or advice as applicable to support Government employees (i.e., hospital corpsmen, students, etc.) assigned to you during the performance of duties. Participate in continuing education to meet own professional growth. Participate in all applicable mandated training directed by MTF Bethesda. HCWs shall comply with training instructions provided by the MTF. Description of Service for Physician Assistants: Provide a full range of Physician Assistant services in accordance with privileges granted by the Commanding Officer (e.g., advice and provide general screening and medical care and examinations of patients for routine, acute and chronic conditions involving any and all organ systems; diagnose, treat, and counsel patients as indicated). Adhere to NAVMEDCOMINST 6550.5, Utilization Guidelines for Physician Assistants, dated 21 April 1989. This instruction includes the following requirements: permits physician assistant ordering and administration of an approved list of drugs according to protocol and requires random review of records of patients seen by the Physician Assistant. Request consultation or referral with appropriate physicians, clinics, or other health resources as indicated. Order diagnostic tests as applicable. Prescribe and dispense medications as delineated by the Pharmacy and Therapeutics Committee. Promote preventive and health maintenance care, including annual physicals, positive health behaviors, and self-care skills through education and counseling. Participate in all applicable mandated training directed by NNMC Bethesda. HCWs shall comply with training instructions provided by the MTF. PERSONNEL QUALIFICATIONS. Physicians: Graduation from a medical school approved by the Liaison Committee on Medical Education of the American Medical Association or the American Osteopathic Association or certification by the Educational Council for Foreign Medical Graduates (ECFMG). Qualified physicians must have completed a Residency Training Program in Emergency Medicine, and must be Board-Certified or Board-Eligible. Qualified physicians must have current affiliation with and two years work experience in an Academic Department of Emergency Medicine with Medical Students and Residents and Fellowship training in Emergency Medicine. A current, valid, unrestricted license in one of the fifty States, the District of Columbia, the Commonwealth of Puerto Rico, Guam, or the U.S. Virgin Islands. The Contractor is responsible for complying with all applicable State licensing regulations. Current certification in American Heart Association Basic Life Support (BLS) for Healthcare Providers; American Heart Association Healthcare Provider Course; American Red Cross CPR (Cardio Pulmonary Resuscitation) for the Professional Rescuer; or equivalent. Current certification in Advanced Cardiac Life Support (ACLS). Current certification in Pediatric Advanced Life Support (PALS). Current State and Federal (DEA number) narcotics licenses. A Maryland state license is required. In addition to qualifications listed above, physicians shall be Board Certified in Emergency Medicine by the American Board of Emergency Medicine (ABEM) or American Osteopathic Board of Emergency Medicine (AOBEM) PLUS have 2 years within the last 3 years (including the most recent year) of experience as a full-time physician and teaching faculty in an academically-affiliated Emergency Department (ED) with not less than 20,000 annual visits or in an Emergency Medicine residency program fully-accredited by the Accreditation Council for Graduate Medical Education (ACGME). Successful completion of a residency training program in Emergency Medicine approved and accredited by the ACGME, the Committee on Postdoctoral Training of the American Osteopathic Association or those Canadian training programs approved by the Royal College of Physicians and Surgeons of Canada or other appropriate Canadian medical authority within the past two years. Physician shall be Board Eligible for ABEM certification and obtain Board Certification by ABEM within two years of graduating from recognized Residency Training described in 1.29.9.1.10.1. Residency training requirement may be waived on a case-by-case basis by the Department Head. Provide three letters of recommendation written within the last 2 years. Two of the letters must be from practicing Emergency Medicine physicians, one of which has served in an active clinical supervisory role for the individual practitioner. In addition, one of the letters must be from clinic or hospital administrators. Letters must attest to the provider's clinical skills and professionalism and interpersonal skills among patients and staff and must include name, title, phone number, date of reference, address and signature of the individual providing reference. Due to the unique environment providers must meet the necessary security screenings and background checks to qualify to work here at WRNMMC, and be able to continuously meet and follow the stringent security requirements of the organization and handle sensitive privileged information in the appropriate fashion at all times in strict adherence to hospital policy. The group of beneficiaries that obtain their healthcare through Walter Reed National Military Medical Center, physicians must be cognizant of the issues and considerations associated with caring for special patient populations including Wounded Warriors, Member of Congress, the President and Presidential appointees, United States Government Executives with special security needs and clearances and Veterans and Service members of the United States military. Physician Assistants: Graduation from a physician assistant training program accredited by the Accreditation Review Commission on Education of the Physician Assistant (ARC-PA). Current certification by the National Commission on Certification of Physician Assistants (NCCPA). Current certification in American Heart Association Basic Life Support (BLS) for Healthcare Providers; American Heart Association Healthcare Provider Course; American Red Cross CPR (Cardio Pulmonary Resuscitation) for the Professional Rescuer; or equivalent. Possess a minimum of 2 years of Emergency Department experience within the last 3 years. Provide three letters of recommendation written within the last 2 years. Two of the letters must be from practicing Emergency Medicine physicians. One of the letters must be from clinic or hospital administrators. Letters must attest to the provider's clinical skills and professionalism and interpersonal skills among patients and staff and must include name, title, phone number, date of reference, address and signature of the individual providing reference. Physician Assistants (PAs) shall obtain current certification in Advanced Cardiac Life Support (ACLS) within 3 months following commencement of performance on this contract. No PA shall be scheduled for a shift 3 months following their service start date unless they have achieved BLS and ACLS certification. The Contractor shall ensure that all providers have BLS and ACLS training and certification within the time frame described above. The contractor shall continue to provide coverage of all required health care worker shifts; attendance of ACLS classes does not constitute coverage of a shift. The payment of compensation to a health care worker attending ACLS class in the MTF is not billable under this contract. The non-availability of ACLS training slots within the MTF does not relieve the contractor of the requirement to achieve ACLS certification for each PA within 3 months of start of the contract and does not excuse non-performance of missed shifts. Due to the unique environment providers must meet the necessary security screenings and background checks to qualify to work here at WRNMMC, and be able to continuously meet and follow the stringent security requirements of the organization and handle sensitive privileged information in the appropriate fashion at all times in in strict adherence to hospital policy.
