Description
INTRODUCTION This is a Small Business Sources Sought notice. This is NOT a solicitation, request for proposals (RFP), proposal abstracts, nor a request for quotations (RFQ). The intent of this sources sought synopsis is to identify qualified 8(a) business concerns capable of meeting this government requirement for a fixed price type of contract. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources that includes 8(a) small businesses that can perform the requirements of the size classification relative to the North American Industry Classification System (NAICS) code as specified below. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. The notice is strictly for research and information purposes only. The information requested will assist the Government in determining the appropriate acquisition method, including whether a small business social-economic set-aside, competitive or non-competitive method is possible, and to determine the availability of qualified 8(a) eligible companies technically capable of meeting the Government's requirement. ALL organizations with the capability and availability to perform the requirement under the applicable NAICS code are invited to submit a response to this notice. NORTH AMERICAN CLASSIFICATION SYSTEM (NAICS) CODE The NAICS code applicable to this requirement is 561612 - Security Guards and Patrol Services and the associated small business size standard of $18.5 million dollars. PROJECT DESCRIPTION The National Institute of Aging (NIA) has a requirement to procure security services for Mobile Medical Research Vehicles (MRVs), staff, property, equipment, and parking areas for the research field sites located in and around Baltimore city. The NIA operates the ongoing research called The Healthy Aging in Neighborhoods of Diversity across the Life Span study (HANDLS), which is a multidisciplinary, community-based, prospective longitudinal epidemiologic study examining the influences of race and socioeconomic status (SES) on the development of age-related health disparities among socioeconomically diverse African Americans and whites in Baltimore. This study investigates whether health disparities develop or persist due to differences in SES, differences in race, or their interaction. This study will assess a 20-year period of physical parameters as well as evaluate genetic, biologic, demographic, psychosocial, and psychophysiological parameters of African American and white participants in higher and lower SES categories. HANDLS also employs novel research tools, such as the mobile medical research vehicles (MRVs), in hopes of improving participation rates and retention among non-traditional research participants. The MRVs are parked in the neighborhoods where the study is being conducted and where the participants live. There are several (rotating) locations throughout Baltimore city where the MRVs are located to conduct the research. The main office for the HANDLS study is based at the Biomedical Research Center on the Bayview campus of the Johns Hopkins Medical Center in Baltimore city. Offerors that are interested in submitting a response need to be capable of performing the following technical requirements, essential for this requirement: Providing Lead Supervisor on call 24 hours a day, 7 days a week, to handle emergencies and other problems that may arise. Such management may include planning, scheduling, report preparation, training, establishing and maintaining records, quality control, managing the total work effort associated with required guard services, including emergency requirements for guard service in on-call basis, and assuring the fully adequate and timely completion of these services. Security guard posts shall be located on board the MRVs. Specifically, guard service shall consist of 24/7 shift work for all times MRVs are on site. It is anticipated that the performance period will consist of one base and up to four option years effective on or around March 1, 2014. Offerors must provide clear evidence of capability to provide, operate, and maintain an unarmed security guard force, and perform all necessary security functions and other related functions, including monitoring the MRVs, the outer perimeter, parking areas, and notifying the government officials of problems related to electrical, heating, air conditioning outages, plumbing emergencies, fire and security alarm systems, utility waste, etc. Maintain security and order in and around the MRVs. Perform all necessary services to protect the government materials, equipment, property, supplies, records, and data against loss, damage, or unauthorized access. All contractor employees must undergo background and security checks and pre-employment investigations for employment and criminal records conducted at cost by the contractor. Completing and maintaining training curriculum for employees and quality assurance will be the responsibility of the contractor, and must provide specialized training skills for guards and supervisors as applicable. CAPABILITY STATEMENT /INFORMATION SOUGHT Interested parties are expected to review this notice to familiarize itself with the requirements of this project. Failure to do so will be at your firm's own risk. Respondents must provide, as part of their responses, clear and convincing documentation of their capability of providing the services specified in this notice. Respondents may provide a general overview of the respondents' opinions about the difficulty and /or feasibility of the potential requirement, and any information regarding innovative ideas or concepts. Also, information must be provided in sufficient details of the respondents' (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. The respondent must also provide their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc.) pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. All responses to this sources sought notice must be submitted electronically (via email) to Hunter Tjugum, Contract Specialist @ Hunter.Tjugum@nih.gov on or before the closing date of this announcement. Facsimile responses will be accepted at 301-480-1358. The response must be in Microsoft Word or Adobe PDF format using 11-point or 12-point font, 8-1/2" x 11" paper size, with 1" top, bottom, left and right margins, and with single or double spacing. Solicitation number HHS-NIH-NIDA(SSSA)-SBSS-14-017 must be included on all transmittals in response to this announcement. CONCLUDING STATEMENTS Disclaimer and Important Notes. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality.
