- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This constitutes a request for proposal for the procurement of a quarterly magazine publication in accordance with DoD 5120.4 & 32 CFR Part 247. The contract will be awarded for 1 year with 2 option years reserved. Attached is the statement of work (SOW) for this publication. The magazine is to be published and delivered by the Publisher in accordance with the attached statement of work(SOW) at no cost to the Government; neither the Commander nor the United States Government will be responsible for debts that may be incurred in the production and delivery of the magazine. The right to circulate advertising constitutes contractual consideration. The contract grants certain first-use rights of command prepared information to the contracted printer. All advertising shall be solicited, sold and collected by the Publisher. The Publisher shall look solely to advertising revenue to fund the cost of the magazine. Offerors shall submit proposals in a clear, coherent, concise and legible manner. Vague or terse statements such as quote mark will comply, quote mark quote mark noted and understood, quote mark etc. are not acceptable. The offeror's proposal shall demonstrate the offeror's clear understanding of the requirements to be accomplished by the civilian printer selected to publish the magazine in accordance with the SOW. Each offeror's proposal shall include information regarding the: (a) Technical Approach, (b) Management Approach, (c) Past Performance Record, including references, and (d) Services and Items Offered. Technical Approach and Management Approach are approximately equal in importance. Technical Approach and Management Approach are each approximately twice as important as Past Performance Record. The Services and/or Items Offered has the lowest weight. Award will be made to the publisher whose proposal represents the best value to the government based on the factors listed above. As evidence of an offeror's Technical Approach, the proposal should include information about the compatibility of computer networks and automation equipment proposed, printing capability (to include production equipment availability and physical plant capabilities), accessibility to offeror's web site and services offered on the web site, and examples of offeror's ability to produce fullcolor, glossy publications with special printing effects and high-resolution photos. Three samples of publications shall be submitted with the proposal. As evidence of an offeror's Management Approach, the proposal should include information about offeror's plan for interfacing with the PAO staff, offeror's approach to controlling the quality and timeliness of the finished product, a firm schedule of production milestones and how those milestones will result in on-time delivery of finished product, offeror's approach to the sale of ads of the type that enhance the publication's image in the community and with the readership at large, resumes of the following key contractor personnel, Contract Manager and Alternate, Advance Design and Planning Personnel, and Typesetter. A plan to ensure that the contractor's personnel are properly supervised and managed, and a plan to ensure management and employees are easily accessible by the PAO staff. As evidence of an offeror's Past Performance Record, the proposal should include information about offeror's successful production of a civilian enterprise or similar publication which relies solely on advertising for revenue, offeror's printingability based on previous publications submitted for review, timely and responsive contract performance based on input from referrals who can speak on the offeror's performance record, and proof of offeror's financial stability and well-being. The names and telephone numbers of at least 2 but not more than 5 referrals shall be included. As evidence of offeror's Services and/or Items Offered, the proposal should include information about the adequacy, quality and amount of offeror's computer and automation equipment proposed, general services (editorial and photographic services, type styles, spot and process color, number of pages, special effects printing and paperstock) offered to produce the magazine, usefulness and impact of special services offered to enhance the magazine production, and the use of web sites and other services to make the magazine accessible. The offer of equipment or services not specifically listed above or related to producing the magazine will not be evaluated, although they may be included in the resulting contract. The Government is procuring said magazine in accordance with DoD 5120.4 for Civilian Enterprise Publications. The resultant contract will be at no cost to the Government. The contractor will design, print, and distribute the final product and will recoup cost and make profit if any, solely through the sale of advertisement in accordance with DoD 5120.4 and the Statement of Work(SOW). In addition, the offeror shall include in its proposal a statement that the publisher will perform in accordance with the SOW and agrees to abide by all Department of Defense, Army, and Garrison civilian enterprise publication regulations and policies; including those dealing with the use of political material, truth in advertising and lending, and ensuring that products or services advertised are available on a non-discriminatory basis. Proposals are due no later than (4:00 PM CST) on December 31, 2013. Proposals received after this time and date will be considered to be a late submission and will be determined unacceptable by the Contracting Officer. Hand-carried proposals are not encouraged. Electronic submissions will not be accepted. The Contracting Office is located on Redstone Arsenal Army Base. Only personnel with appropriate military credentials will be able to gain access to the Arsenal. There will be no ability to drop off the proposals outside the Arsenal.
