This is not a request for proposals and does not obligate the Government to award a contract. All responsible businesses, including small businesses, are encouraged to respond to this RFI. The Drug Enforcement Administration (DEA) Office of the Administrator is conducting market research and requests input from industry to assist in requirements planning. The information requested by this RFI will be used within the DEA to facilitate the decision making process and acquisition planning. The DEA will not be responsible for any cost incurred by interested parties in responding to this RFI. Unsolicited proposals of offers of any kind will not be considered in response to this RFI. All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions, concerning the composition and requirements of future RFPs regarding the Employee Assistance Program (EAP) will not be accepted or addressed by the Government. The purpose of this RFI is to: (1) Solicit industry comments to the attached draft Statement of Work (SOW) and evaluation criteria; and (2) Invite vendors to meet with DEA to discuss comments and best business practices. Please note that participation in this RFI is not mandatory and will not impact your firm’s ability to participate in future solicitations related to this requirement. 1. Comments to Draft Statement of Work DEA is seeking to ensure that the SOW and testing evaluation criteria for this requirement is in line with industry standards and commercial best practices. In accordance with this goal, DEA is providing the drafts for industry comments. Please note that while DEA is providing the drafts for comment, DEA also welcomes any comments related to this requirement, even if they do not relate to an item contained in the drafts. Comments shall not exceed five (5) pages. Pages shall be standard size 8.5 x 11 inches, printed on one side, and print shall be standard 10 point (or larger) in Times New Roman or Arial font. Title page, table of contents, and appendices will not be counted towards the page limit. The Government reserves the right to make the ultimate decision as to whether or not such proposed comments are incorporated into the final SOW and requirements. Comments shall include the following company information, which does not count against the page limitation: point of contact, address, telephone and fax number, email address, DUNS Number, as well as business size category (large, small, small disadvantaged, etc.). The NAICS code for this requirement is 624190, Other Individual and Family Services. The Small Business Size Standard is $10 million. Comments and request must be emailed to Contract Specialist Thomas Mmbaga at Thomas.D.Mmbaga@usdoj.gov no later than 5:00 pm EST on Monday, December 30, 2013. 2. Meetings via conference call The DEA is also interested in meeting with potential offerors individually to further discuss this requirement, comments to the drafts, and vendor capabilities. All meetings will take place via conference call unless otherwise indicated. The Government reserves the right to not meet with potential offerors. Meetings may last no more than 1 hour in length. A maximum of ten (10) minutes will be allotted towards discussing vendor capabilities, while the remainder of the time will be allotted for discussing comments regarding the SOW, commercial best practices, and industry standards. If a meeting is scheduled, a limited number of meetings will be held and assigned on a first come, first serve basis. If interested, please email Contract Specialist Thomas Mmbaga at Thomas.D.Mmbaga@usdoj.gov to request a meeting day and either an AM or PM meeting time that works best for your firm. Appointments must be requested. Request must be emailed no later than 5:00 pm EST on Monday, December 30, 2013. Late requests will not be accepted.
