- STATEMENT OF WORK FOR (AIRS) Service/Preventative Maintenance and Calibration for Advanced Imaging Radar System (AIRS) MkIV SOURCES SOUGHT SYNOPSIS: Solicitation Number: Notice Type: FA8224-14-R-AIRS Sources Sought Synopsis: 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 811212 which has a corresponding Size standard of $25M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: The contractor shall provide all management, tools, supplies, equipment and labor necessary to operate, maintain and execute a 5 year Calibration, Repair and Preventative Maintenance Plan for the Advanced Imaging Radar System (AIRS) MkIV. The Contractor shall provide technical support for two annual system evaluations, calibrations, preventative maintenance inspections and repair as needed on the AIRS MkIV Instrumentation Radar Systems. This task is in support of the 309 Missile Maintenance Group located at Hill AFB, UT. The information in this notice is based on the best and most current information available to date. This information is subject to change and is not binding to the Government. Updated information will be provided in future announcements and posted electronically on the Federal Business opportunities homepage at www.fbo.gov. 3. The Ogden Air Logistics Complex Contracting Directorate, Hill Air Force Base (AFB), Utah, intends to issue a formal solicitation Estimated in the January 2014 timeframe for this effort. The estimated contract award date is March 2014. The draft Statement of Work (SOW) is attached. 4. The Government requests interested parties to submit a brief statement of current capability to perform these services, responses to the questions below and a letter of interest. Interested and qualified sources should provide the following information: (1) Company name, point of contact, e-mail address, telephone and fax numbers, type of business and size; (2) List of your most recent and relevant DoD or commercial contracts (not to exceed five) to include brief description, names, POCs, phone numbers, value & type of contract, and period of performance. (3) Information about your company and why you think you can perform this service. (4) Indicate if you believe that there is a more appropriate NACIS code for this service, and provide appropriate rationale. (5) Based on FAR 2.101, please identify if your company views this requirement as commercial, and provide rationale to support your position. (6) If you identify your company as a Small Business, please indicate (with supporting rationale) how your company would be a Small Business given the restrictions identified in sub-paragraph (b)(1) of FAR Clause 52.219-14 (which states that at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern), based on prescribing language in FAR 19.508(e) and 19.811-3(e). (7) Please note that completion of this requirement must comply with the Original Equipment Manufacturers (OEM) recommended Calibration, Preventative Maintenance and Repair procedure data. The Government WILL NOT provide such data with the Request for Proposal (RFP). Please explain (with adequate rationale) how your company will be able to meet the requirement of complying with such data requirements. Please limit your responses to ten pages. 5. Interested offerors should send a response to the sources sought inquiry and the questions listed above to the Contracting Officer. Responses should be submitted by 11:00 AM MST, 30 Dec, 2013.
