- THE ITEM BEING PROCURED IS A CRITICAL GUN PART Description: NSN 1005-01-059-0501- ROTOR being bought in accordance with IAW BASIC DRAWING NR 05606 209F530 and all related data. The total quantity required is 35 each with all to be shipped to (SW3210) HILL AFB UT 84056-5734. This material requires a First Article Test and the delivery schedule is spelled out in the solicitation, it is an RFP and will be available on the Internet at http://www.dibbs.bsm.dla.mil/rfp after the issue date of 12/20/13 ; hard copies of the solicitation and technical drawings/bid sets are not available but will on the Internet at http://www.dibbs.bsm.dla.mil/ after the opening date above, Click the C-Folders under the Technical Data tab. Requests should include the RFP number, opening/closing date, NSN, purchase Request Number, buyer's name and your complete name and address. FEDERAL, MILITARY AND COMMERCIAL SPECIFICATIONS CANNOT BE PROVIDED BY DSCC. This solicitation is an unrestricted procurement. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance. Based on market research this item is manufactured for military use only and is not commercial; therefore, the Government is not using the policies contained in FAR Part 12 in its solicitation for this item. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item with 15 days of this notice. The Contracting Officer may utilize on-line reverse auctioning as a means of conducting price discussions under this solicitation. If the Contracting Officer does not conduct a reverse auction, award may be made on the basis of initial offers or following discussions not using reverse auctioning as a pricing technique. If the Contracting Officer decides to use on-line reverse auctioning to conduct price negotiations, the Contracting Officer will notify Offerors of this decision and the provision for the auction will apply. THIS ITEM IS A "DEFENSE ARTICLE" AS DEFINED INAND SUBJECT TO THE INTERNATIONAL TRAFFIC IN ARMS REGULATIONS (22 C.F.R. 120-30) AND THE ARMS EXPORT CONTROL ACT (22 U.S.C.A. 2778-2799). ANY MANUFACTURER OR EXPORTER OF DEFENSE ARTICLES IS REQUIRED TO REGISTER WITH THE DIRECTORATE OF DEFENSE TRADE CONTROLS (DDTC), DEPARTMENT OFSTATE. DOCUMENTARY EVIDENCE OF REGISTRATION MAYBE REQUIRED PRIOR TO AWARD. ADDITIONAL EXPORT RESTRICTIONS APPLY AS INDICATED HEREIN. FAILURE TO SUBMIT DDTC REGISTRATION WHEN REQUESTED WILL MAKE A QUOTE/OFFER INELIGIBLE FOR AWARD. CERTIFICATE OF CONFORMANCE IS NOT AUTHORIZED.
