Description
The purpose of this amendment to BAA H92238-14-R-0001 is to publish all questions and responses received and provided to date. Question 3: Will measured or high fidelity simulated UH/MH-60 (or other) helicopter RF signature data (with rotors turning) be provided as GFE during the effort? If not, is measuring or simulating such data the responsibility of the contractor? Response 3: The BAA requires each Offeror to identify the Government data required for the execution of their proposed effort. If Government data is required, the Offeror must also clearly define the data required, i.e., the specific requirements of the data requested. The Government will consider each Offeror's GFE/GFI/GFP requirements during the evaluation of the white papers. Question 4: For Technical Area of Interest #2, does the statement quote mark The proposed model shall have the fidelity required to predict clutter levels, as seen by the threat, 24 hours prior to mission launch quote mark imply that the model should account for changes in the weather predicted over the next 24hrs in its propagation models? If not, what does this statement mean? Response 4: The Government desires the model to accurately predict the clutter levels, as seen by the threat, no matter what phenomenon causes variations in clutter levels. It is the Offeror's responsibility to justify how the proposed technical approach will meet the objectives of the program. Question 5: What specific threat radars will be modeled under this BAA, and will classified threat details be provided to the contractor under this BAA effort? Response 5: See paragraph 4 of the BAA addressing threat radars. Please see the response to question #3 regarding needed GFI for the proposed research effort. If an Offeror requires use of classified information in the performance of this effort, whether it is company owned or GFI, it is the Offeror's responsibility to identify it has the appropriate facilities and personnel clearances available for the execution of the proposed effort. The Government anticipates the level of effort will require the use of classified threat data. Question 6: Will guidance on particular H-60 TTPs and/or CONOPS be provided to the contractor under this BAA effort? Response 6: Please see the response to question #3 above to answer questions regarding GFE/GFI/GFP. Question 7: Is the contractor responsible for physically conducting flight tests and/or collecting field measurements to validate the threat models? Response 7: The Offeror is responsible for all software risk reduction testing. If Government facilities are required the Offeror shall identify the requirement for GFI/GFP/GFE and facilities required as stated in response to question #3 above and in the BAA. The Government will be responsible for the final threat testing for model validation. The Offeror is expected to support the Government testing and will be responsible for providing model predictions prior to the execution of each test vignette. Question 8: On page 8 of 18 from the BAA solicitation, under paragraph quote mark i quote mark of the White Paper format instructions, the BAA solicitation states: quote mark The white paper is limited to 10 pages. The white paper cover sheet and charts are not included in the page limit. quote mark Can you please tell us what charts this is referring to? We did not see any other mention of charts in the white paper submittal instructions. Response 8: This is to confirm the charts mentioned in Section VI. b. i. refers to Section E: Data Rights/GFE/GFI/GFD.
