- The purpose of this Request for Information (RFI) is to conduct market research which will be used to formulate an acquisition strategy to support program management assistance and administrative services in support of the Marine Corps' Asset Management Branch (GF6) Real Property Audit Review program and subsequent external audit examinations. The Regional Contracting Office-National Capital Region (RCO-NCR) is requesting responses from all concerns. The qualifying code for this effort is NAICS 531390, other activities related to real estate. Asset Management Branch Headquarters, United States Marine Corps has a requirement for contracted commercial services to provide necessary administrative and analytic action to support Real Property financial statement audit activities such as defining, executing/implementing, monitoring and reporting on efforts and initiatives that occur at Marine Corps installations, Intermediate Commands and Marine Corps Headquarters. The Asset Management Branch Headquarters, United States Marine Corps requirement will include: Capability to provide program management support and administrative services in developing, coordinating, and executing planning and discovery activities to include identifying stakeholders and facilitating conferences, workshops, and when tasked training sessions in order to increase program awareness, understanding and responsiveness, and selected sample reviews of real property. Additional capabilities include assistance in defining and documenting control activities that have a pervasive effect on the Marine Corps Real Property business processes. The ability to formulate methodologies for initiating, documenting, monitoring, testing, and reporting on the status of Corrective Action Plans (CAPs) for weaknesses identified through physical review, process and narrative documentation review, workshop results, risk assessments, and system assessments. The Ability to perform data mining and evaluation of Real Property records and capability to support real property audit assertion package documentation which meets Office of the Secretary of Defense (OSD) Financial Improvement and Audit Readiness (FIAR) guidance. Responses to this RFI shall not exceed ten (10) pages, including cover letter and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate performance acumen directly related to the objectives listed above; (2) Notations of time to complete previous, similar efforts and a description of any quality processes applied; (3) Commercial published product/labor categories and rates used by respondents for similar products/services (this does not count against the page limit); (4) Link to the respondent's General Services Administration (GSA) Schedule or attach file of same (not included in page limit), if applicable (product or service must be 100% available from the referenced schedule); and (5) Citation of any current, or past customers (i.e., within the past 2 years) to include contract number, point of contact telephone number or e-mail address. Any information the vendor considers proprietary should be clearly marked as such. The U.S. Government will not pay for any information or administrative costs incurred in response to this RFI.
