Description
The purpose of this Request for Information (RFI) is to conduct market research for use in formulating an acquisition strategy for Program and technical services in support of Marine Corps Installations Command Logistics and Services (MCICOM G4). The Regional Contracting Office-National Capital Region (RCO-NCR) is requesting responses from all concerns. The qualifying code for this effort is NAICS 561110. Marine Corps Installations Command Logistics and Services (MCICOM G4) at Headquarters Marine Corps, Washington, DC has a requirement for commercial services to provide program management and technical services to include Information Development and Analysis, Program Management, Logistics Facilities and Technical Services at HQMC Washington, DC. Contractor support requires the following capabilities: (1) Information Development and Analysis to include conducting surveys, publication research, collecting and maintaining records of all communications (i.e. conferences, meetings, discussions, and telephone conversations). (2) Program Management Support to include assisting with development of Joint Basing policies and procedures for installations management, Coordinating participation in working groups, assist in development and deployment of Program Element definitions for installation management, deployments of new programs, policies, guidance and procedures while assessing the impacts of new legislations and current policies; (3) Technical and Help Desk support for the Logistics Facility Services Application (LFS apps), Marine Corps Food Management Information System (MCFMS) and Fleet Management (FM) systems to include: a) System Maintenance(i.e. troubleshooting, backups and approved updates); b) Help Desk support (i.e. Systems Access (user rights), Password resets and troubleshooting; c)Extracting LFS and Food Management (FM) data reports (i.e. Fuel consumption, Vehicle utilization and Maintenance Costs, Furniture, Furnishing and Equipment studies), life cycle cost analysis, preparing and collecting data summaries and documenting results from site visits and audit readiness while ensuring policies and regulations are adhered to; and, d)provide comparison of interagency programs and policies that can be implemented for Marine Corps use for cost reductions. Responses to this RFI shall not exceed ten (10) pages, including cover letter and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate performance acumen directly related to the objectives above; (2) Commercial published product/labor categories and rates used by respondents for similar products/services (this does not count against the 10 page limit); (3) Citation of any current or past customers (i.e. within the past three years to include contract number, point of contact telephone number or e-mail address; (4) Link to the respondent's General Services Administration (GSA) Schedule or attach file of same, if applicable (product or service must be 100% available from the offered schedule and addressed in the response); Please identify Large/Small Business size status. No solicitation documents exist at this time. The Marine Corps is neither seeking proposals nor accepting unsolicited proposals, and responses to this notice cannot be accepted as offers. Any information the vendor considers proprietary should be clearly marked as such. The U.S. Government will not pay for any information or administrative costs incurred in response to this RFI.
