- THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Naval Facilities Engineering Command, Mid-Atlantic (NAVFAC-MA) intends to award a sole source contract under the authority of 10 U.S.C. 2913 which allows the Navy to enter into agreements with gas or electric utilities to implement cost-effective demand and conservation incentive programs (including energy management services, facilities alterations, installation and maintenance of energy savings devices and technologies by the utilities) in order to address the requirements and circumstances of the installation. This contract is referred to as a Utility Energy Service Contract (UESC). For purposes of qualifying under this notice, an entity must meet the definition of a Utility before an agreement can be initiated. The proposed procurement is for the implementation of various Energy Conservation Measures (ECMs) in specified areas via a Request for Proposal. This project provides for energy efficiency upgrades at SUBASE New London, including Groton and Ledyard, Connecticut. The primary goal of the project is to reduce energy consumption and provide more sustainable building infrastructure. PLEASE NOTE: THE UESC WILL BE EXECUTED AT THE IMPLEMENTATION PHASE. The Government will be issuing a Request for Proposal, which will include the ECMs that will be included in the implementation phase. The Utility will be required to submit a proposal based on the Request for Proposal for the specified ECMs. The Utility must have the ability to provide or obtain financing on terms at least as good as those available to customers in the comparable service class, or with a comparable risk profile. Therefore, the Utility will not receive compensation until completion and acceptance of the implementation project. Payments will be based on a 15-year or less amortization schedule. Interested parties may identify their interest and ability to meet the requirements stated herein and may submit their corporate capabilities for consideration. The submission must include the DUNs Number and Cage Code. Any/all questions regarding this NOI will be sent in writing, via email, to the Government Point of Contact (POC) listed below. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Contracting Officer.
