Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisitions (OA), on behalf of the National Institute of Dental and Craniofacial Research (NIDCR), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Dr. Margaret Grisius, 7645 Burford Drive, McLean, VA 22102-2516 to provide Professional Support Services for the NIDCR Molecular Physiology and Therapeutics Branch (MPTB), Sjogren's Syndrome Clinic in accordance with the following information: Background Information The contractor shall provide technical support services to the NIDCR Molecular Physiology and Therapeutics Branch (MPTB), Sjogren's Syndrome Clinic. The MPTB conducts research to immune medicated salivary gland inflammatory disorders, especially Sjogren's Syndrome (SS), which affects at least one million Americans. The SS Clinic evaluates 200 - 300 SS patients per year. These patients require saliva collection and salivary gland biopsies to confirm the diagnosis or follow-up on problems. SS patients often experience oral complications that require the evaluation of a dentist with substantial experience in the oral medicine as it pertains to dry mouth, in general, and SS, in particular. The contractor shall provide expertise to continue this project through technical services in accordance with the tasks to be performed. Purpose and Objectives The contractor shall facilitate the delivery of treatment and consultative services in the SS Clinic, interacting closely with patients diagnosed with SS. Services to be Performed - The contractor shall consult one to one and a half days per week, according to the schedule and patient load; - The contractor shall conduct oral medicine evaluation, including screening examinations, saliva collection, labia minor salivary gland biopsies, and other examinations and procedures required by current and future SS Clinic protocols; and, - The contractor shall notify the Chief of the SS Clinic and the Research Nurse Coordinator, or alternate at least two weeks in advance, if unable to consult on schedule days, preferably by e-mail, but if that is not possible, by telephone. Contractor Evaluation The work will be observed and reports will be evaluated at the discretion of the Chief of the Sjogren's Syndrome Clinic, or other NIDCR or Clinical Center professional staff as needed. Reporting Requirements and Deliverables The contractor shall produce a computerized record of the evaluations and procedures required by the Medical Records Department, Clinical Center, NIH. In addition, the contractor shall report all findings to the Chief of the SS Clinic to assure the best patient care and to report any problems. Period of Performance The period of performance will be twelve (12) months from date of contract award. Place of Performance The place of performance will be onsite at the NIDCR Sjogren's Syndrome Clinic on the NIH campus in Bethesda, MD. The sole source determination is based on the fact that Dr. Grisius is a researcher who has been at the NIH since 2009 and has had extensive experience with the MPTB. She has already been performing this work under NIH Protocol Number ‘DE000704-08 MPTB' and it would be detrimental to the Government to have another party come in to take over where she has left off. The time it would take to train a new contractor on this work would result in a great loss of data. Based on this fact, Dr. Grisius is the sole source who can continue these services. The North American Industry Classification System (NAICS) Code is 541990, All Other Professional, Scientific, and Technical Services, with a business size standard of $14.0M. This solicitation is set aside for small businesses. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-71(November 25, 2013). Interested parties may identify their interest and capabilities in response to this synopsis by December 12, 2013 at 7 :00am Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurements.
