Description
PROGRAM DESCRIPTION: The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Program Manager Training Devices (PM TRADE), Product Manager Combat Training Instrumentation Systems (PM CTIS) has a requirement to procure equipment for the Life Cycle Replacement of the current Audio and Video encoders/decoders located at the National Training Center (NTC), Fort Irwin, California. This effort will be for the procurement of the equipment only, and will not include installation, New Equipment Training (NET), or integration/testing support. 1.The major requirements are: a.Video: SD via BNC (Threshold) (SD/HD option for future use [Objective]). b.Audio: 3.5mm Stereo. c. Durability: Outdoor use, rugged, can withstand temperatures ranging from, at least, 0-150 degrees Fahrenheit. d.Shall have the ability to be connected to existing infrastructure (Ethernet switch via RJ45) and follow the current transport methods. e.Access to the encoder or decoder shall be password protected. f.Encoders or Decoders shall be single channel. 2.Quantity required. a.Encoders: 47 each b.Decoders: 45 each Background Information: The Audio and Video Encoders and Decoders are utilized in numerous components of the National Training Center - Instrumentation System (NTC-IS) to include, but not limited to, the Mobile AAR Vans, Mobile Video Units, Closed Circuit TV, Live Fire complex, 52 ID Headquarters, Independent News Network, and Building 990 at the NTC. The Audio and Video Encoders and Decoders provide the means to encode and decode video between remote sites and the Central Instrumentation System in Building 990. The current Audio and Video Encoders and Decoders have reached end-of-life and are no longer sustainable. ACQUSITION APPROACH: The Government anticipates a Firm-Fixed-Price (FFP) effort utilizing the Lowest Price Technically Acceptable (LPTA) source selection process. The delivery schedule will be for no more than six (6) months after award. RDT&E funds are NOT available for this requirement. The Government does not plan to conduct an Industry Day for this effort. RESPONSES: Responses shall include a capabilities statement (limited up to 5 pages including the cover sheet) that includes company information to include: name, address and URL, whether the company is a manufacturer or distributor, business size and: a) A description of the product detailing how the offered product meets the above requirement's, b) Product summary of existing fielded capabilities currently in use in a military/Government operational/training environment supporting the same or similar requirements, c)Rough Order of Magnitude (ROM) of the cost of the equipment, d)Evidence of being capable of meeting a 6 month after contract award delivery schedule, e)Feasibility of fielding in 3 months, and f)Small Businesses expecting to be a prime contractor for this effort, state how it will meet the limitations on subcontracting as set forth in FAR 52.219-14.
