- Draft SOW The purpose of this announcement is to identify potential sources for a highly technical requirement within the National Institute of Standards and Technology's (NIST) Time and Frequency Division, Ion Storage Group. The required services involve the custom computer programming to design and deliver a custom developed experimental control infrastructure used to control various experiments within the group. Although the functional programming element of the services are not deemed to be highly complicated in terms of the coding language being utilized, it is the opinion of NIST that potential contractors must possess a working knowledge of the experiments to which the experimental control framework applies. Also, as the experimental control infrastructure requires application to a wide range of experimental set-ups within different laboratories, it is essential that the contractor work closely with NIST to ensure that its application meets the intended purpose. NIST is seeking potential contractors that are capable of meeting the requirements identified in the attached draft Statement of Work (SOW) as the availability of source is unknown. NIST has not yet determined the location of the work as these services may be able to be performed remotely at the contractors site. Furthermore, NIST anticipates the period of performance of this effort to be 1 year or less. NIST wishes to award a contract by February 2014 to begin performance of these services. Any responsible source that currently possess the requisite knowledge and experience to meet this requirement may submit information to demonstrate such; however, this announcement does not represent a solicitation as defined in FAR 2.101 and any subsequent submission in response to this notice does not obligate the government to make award. If you wish to demonstrate your capability to perform the work identified in this notice, Please submit a response to this request as follows: 1) Response must be received no later than the closing date identified in this notice; and 2) contain sufficient detail to demonstrate the capability and key personnel experience to meet the requirement; and 3) shall not exceed 10 pages including attachments; and, 4) include and estimate of the total cost to complete the work as defined; and 5) detailed comments on any limitations or barriers to completion identified. Please note that the work identified within is by nature research and development and thus limited historical knowledge extists outside of that supplied in the notice.
