- The U.S. Army Contracting Command Aberdeen Proving Ground - Belvoir Division, on behalf of the Night Vision & Electronic Sensors Directorate (NVESD) intends to negotiate with Non-Intrusive Technology, Inc. (NIITEK) 23031 Ladbrook Drive Dulles, VA, on a sole source basis to provide Ground Penetrating Radar (GPR) Technology Development. Specifically, NIITEK will provide support of the enhancement of downward-looking GPR technologies to achieve advanced capabilities for real time detection of buried high and low antitank landmines and Improvised explosive devices (IEDs) from ground based vehicles moving at tactical speeds in support of route clearance missions. Route clearance is critical to the Army's combat and logistics supply capability. Downward-looking GPR technology, such as that employed by the Husky Mounted Detection System (HMDS), provides a counter-IED system with the capabilities to detect underbelly IEDs and antitank landmines buried in primary and secondary roads. As a result, the HMDS is vital to Route Clearance Packages (RCP). HMDS uses an advanced, high-performance GPR to detect both non-metallic and metal-cased buried threats, including IEDs constructed of bulk explosives and low-metal pressure plates. Current HMDS performance is limited by the ability of the GPR to detect targets at deeper depths and by the requirement to maintain a standoff distance from sources of potential electromagnetic interference (EMI) such as electric jammers. The advanced technologies being pursued under the Digital GPR program will address these performance limitations. The estimated period of performance is twenty-four (24) months. The resultant contract will be Cost Plus Fixed Fee (CPFF). It has been determined that NIITEK, Inc. is the Only One Responsible Source and no other Supplies or Services will satisfy Agency Requirements. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1); Only One Responsible Source. This notice of intent is not a request for proposals. However, all responsible sources may identify their interest and capability to respond to the requirement or submit a proposal. All proposals received within 15 days will be considered by the Government. Responses shall be no longer than ten (10) pages and shall be in a Microsoft Word compatible format. All responses and requests for further information shall be submitted via email to the Contract Specialist, Constance Reedus at constance.r.reedus.civ@mail.mil. Telephone requests for additional information will not be honored. Acknowledgement of receipt will be issued. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
