Description
This synopsis is for the construction of a 20,389 square foot Bowling Center on Whiteman Air Force Base, MO. The facility is divided into two large building sections, with a 16-lane bowling function area in one section and a dining area, party rooms, game room, food service, pro shop, lockers and back-of-house function areas (customer service areas) in the other section. The two building sections are inter-connected and separated by a circulation concourse between the bowling lanes area and the customer service areas. The contractor shall furnish all labor, materials, tools, supervision, and equipment to perform all operations necessary to accomplish all work as shown on the drawings and specifications. The general work includes, but is not limited to; foundation system utilizing reinforced concrete spread and continuous wall footings; roof structure of a steel roof deck on steel hoists, supported by a combination of load-bearing masonry and structural steal beam and column framing; exterior finish primarily of horizontal ribbed metal panels, curtain walls and as an option, insulated translucent wall system; roofing of a low slope roof covered with fully-adhered, 60 mil TPO membrane; site work including rough grading, excavation, backfill and final grading; site utilities including water, storm sewer, sanitary sewer, electrical and telecommunications; two parking lots for a total of 96 vehicles and concrete walks; mechanical equipment and systems; plumbing fixtures and systems; electrical service and systems; telecommunication service and systems; fire suppression and fire alarm equipment and systems; equipment; and landscaping. In addition to the building and site construction, the contractor shall also be responsible for the 16-line bowling function, to include bowling lanes, bowling lane machines, scoring system and other related equipment; and also equipment for the kitchen as detailed in the drawings and specifications. This will be a LEED certifiable facility. This is a Non-Appropriated Funds acquisition and it does not obligate Appropriated Funds of the United States Government. Non-Appropriated Funds are generated by the military community through the sale of goods and services and the collection of fees and charges for participation in military community programs. This acquisition does not involve federal tax dollars and will be solicited for Full and Open Competition. The North American Industry Classification System (NAICS) code for this project is 236220, primarily responsible for new construction of recreational facilities. This contract will be awarded in accordance with FAR Part 15, Negotiated Procedures. Price Performance tradeoff procedures and other technical factors will be used for evaluation. The Government reserves the right to award a contract to other than the low proposed price. Performance period is 365 calendar days. The contract will be a single award, Firm-Fixed-Price type contract. Fourteen (14) contract line item numbers (CLINs) will be incorporated into the contract. CLINS 0001, 0002, 0003(Reserved), and 0004 will include Base Bid Items consisting of but not limited to labor, materials, equipment, inspection and testing. CLINs 0005, 0006, 0007, 0008, 0009, 0010, 0011(Reserved), 0012(Reserved), 0013(Reserved), and 0014(Reserved) will include Optional Bid Items consisting of additional construction, furniture, fixtures, and equipment. Estimated magnitude for the total project is between $5,000,000 and $10,000,000. Bid Bonds will be required. Payment and performance bonds will be required within ten (10) days of contract award. The work is required in support of the 509th Force Support Squadron (509 FSS). The issuance date for this solicitation is projected to be on/about 15 Jan 14. Prospective contractors must be registered in the Systems for Award Management (SAM) www.sam.gov prior to award of a government contract. Offerors are further advised that failure to register in the DOD Central Registration Database will render your firm ineligible for award. Registration requires applicants to have a DUNS number.
