Description
THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. THIS NOTICE DOES NOT CONSTITUTE A SOLICITATION AND NO CONTRACT AWARD WILL BE MADE. THE GOVERNMENT WILL NOT REIMBURSE FOR ANY COSTS ASSOCIATED WITH PREPARING OR SUBMITTING A RESPONSE TO THIS REQUEST. The Government is conducting a market survey and analysis to determine the available contractors that exist and to assess their capabilities to perform the below work requirements. Responses to this announcement are not offers and cannot be accepted by the Government to form a binding contract or agreement. The Government will not pay for any information or administrative costs incurred in response to this announcement. All costs associated with responding to this announcement will be solely at the responding party's expense. All information received in response to this announcement that is marked as proprietary information will be handled accordingly. Introduction: The primary mission of the Defense Logistics Agency (DLA), Disposition Services is to dispose of Department of Defense (DoD) excess and surplus personal property generated by the military services. This is accomplished through reutilization to other DoD activities, transfer to other Federal agencies, donation to authorized state and local organizations, sale to the general public, or ultimate disposal through abandonment or destruction. DLA Disposition Services is headquartered in Battle Creek, Michigan, with a variety of field sites worldwide. Definitions: CONDITION CODE: A code assigned to an item, which most accurately describes the materiel's physical condition. DEMILITARIZATION: (DEMIL) A Government term used to define the act of destroying the military offensive or defensive advantages inherent in certain types of equipment or material. The term comprehends mutilation, cutting, crushing, scrapping, melting, burning, or alteration designed to prevent further use, repair, rehabilitation or re-fabrication of its originally intended military or lethal purpose and applies equally to material in unserviceable or serviceable condition. DEMILITARIZATION CODE: A single character alpha code assigned by the Item Manager identifying the degree of demilitarization necessary prior to accomplishing final disposition of the item. DESTRUCTION: The total destruction of an item that the Government designates as requiring total destruction. This includes demilitarization and mutilation required property. DOD: Department of Defense. MUTILATION: The act of making material unfit for its intended purpose by cutting, tearing scratching, crushing, breaking, punching, shearing, burning, neutralizing, shredding, etc. Non - CC LI : Item not listed in the Commerce Control List. TSC: Trade Security Control. A security check that is required for individuals who obtain Munitions List Items (MLI)/Commerce Control List Items (CCLI). Purpose: The purpose of this Request for Information (RFI) is to identify interested parties to manage government generated excess that is difficult to dispose of at the end-of-life cycle. It is expected that any future contractor will process materials received by c ompliant management and disposal of materials by reuse, recycling, incineration, or other form of total destruction (smelting, burning) for certain types of property that are deemed military unique and must be destroyed. Commodities being considered for disposal: - Scrap Items - Wood scrap, Plastics, Polyester scrap, Rubberized clothing and scrap, Sleeping bags, Rayon scrap, Nylon scrap, W ool scrap, Cotton scrap, Webbing, Rope Rayon rags, Nylon rags, Wool rags, Cotton rags, Textile scrap miscellaneous, Cotton mattresses, Canvas. - Household Furniture, Office Furniture, Cabinets, Lockers, Bins, and Shelving, Miscellaneous Furniture and Fixtures. - Household Furnishings, Floor Coverings, Draperies, Awnings, and Shades, Household and Commercial Utility. - Containers, Miscellaneous Household and Commercial Furnishings and Appliances. - Textile Fabrics, Padding and Stuffing Materials, Tents and Tarpaulins, Flags and Pennants. Paper and Paperboard, Cardboard, Packing Materials, Shipping Materials, Wooden Pallets, Camouflage Netting, Body Armor, Battle Dress Uniforms. These commodities turned over to DLA Disposition Services have become obsolete, repairable, designated as scrap, or possess unique military capabilities, which must be destroyed. Any future contract would be to an entity that can collect, transport, recycle, demilitarize and dispose of scrap and recyclable material in an environmentally responsible and compliant manner. This RFI does NOT involve disposal of hazardous materials or hazardous waste. Incineration for energy is the last disposal method, following all other attempts to reuse, transfer, donate or sell the items. The objectives of contracting for incineration to energy are to: ensure compliant scrap disposal management and to reduce the unnecessary filling of landfills with commodities which may serve a recycling or environmentally beneficial use. To comply with DOD regulated handling of items that pose a national security risk while meeting our environmental challenge, and our responsibilities to the taxpayer in managing property efficiently and to uphold our stewardship to the warfighter. DLA Disposition Services is not opposed to awarding a contract that is NOT solely energy to fuel. A combination of recycling, fuel to energy, with some percentage of incineration for destruction will be considered. The contractor shall comply with all International, Federal, State and local laws and regulations relating to the duties, obligations, and performance under this contract, and shall obtain all licenses and pay all fees and other charges required. All Non Demil required property may be reused, refurbished, recycled, or incinerated. All DEMIL-required property requires total destruction. Property shall be incinerated, smelted, burned or totally destroyed by shredding. Recycling is also a possibility as long as the DEMIL requirements are met. Estimated Generations: The below generation data is a snapshot of past generations that were received by DLA Disposition Services. This table is not a representation of what future commodity generations will be, but is provided solely as a reference for historical data. Small Business Set-Aside Determination Industry feedback regarding socio-economic status will be used for any future solicitation that is issued. Please include what size your business is and any socio-economic categories (women owned, disabled veteran owned, etc) in any response you may provide to this RFI. Information Requested from Industry: (1) Please describe or demonstrate your capability to provide the above services to DLA Disposition Services? (2) What specific disposal capabilities can you provide for the type of commodities above(recycling, environmental friendly disposal, incineration, etc.)? (3) Explain what type of geographical coverage that your firm can provide to the DLA Disposition Services sites? (4) Describe if your firm has the capability to transport the excess material from various DoD installations to the disposal site? (5) Describe what experience your firm possesses with processing demilitarized equipment? (6) What are your specific capabilities in relation to incineration to energy? (7) Explain how the following will be addressed: storing the commodities (especially the demil property) at the disposal location, security of the storage location, knowledge of demilitarization requirements, and maintaining commodity records? (8) Provide a proposed contract type and any terms and conditions that may be necessary. (9) Include any concerns or questions relevant to the requirements stated above.
