- Federal Fitness Center, Standard Form 1449, Fort Worth, TX Federal Fitness Center Solicitation, Fort Worth, TX SUBJECT: MANAGEMENT OF FORT WORTH FEDERAL FITNESS CENTER, FRITZ G. LANHAM FEDERAL BUILDING, FORT WORTH, TX. POC John E. Davis, Contracting Officer, telephone 817-978-7476; email address: johne.davis@gsa.gov ; NAICS code 713940; Solicitation number GS-07P-14-JU-D-0010. Provide all management, supervision, labor, materials, supplies and equipment (except as otherwise provided), and shall plan, schedule, coordinate and assure effective performance of all services described in the solicitation. This requirement contemplates a base year with four one year options contract. The work will require coordination with the GSA Property Manager/Contracting Officer's Representative, Building Tenants, and other Government employees and contractors. A one-time pre-proposal/walk thru meeting is scheduled for December 16, 2013, 1:00 pm, Central Time, at the Fritz G. Lanham Federal Building, 819 Taylor Street, Room 6A00 R/S, Fort Worth, TX 76102. Proposals will be due on or about December 23, 2014. This is an unrestricted, full and open procurement. This project will be a no cost to the Government contract. This project will be procured using informal source selection procedures, which will result in a contract to the offeror who provides the best value to the Government, with both technical ability and price evaluated. The source selection technical evaluation factors are listed in the order of importance as follows: Past performance in providing fitness center management; past experience in providing fitness center management; and marketing plan. Technical factors are more important than price (membership dues). Price (membership dues) will be evaluated. The successful offeror, that is other than a small business,will be required to provide the maximum practicable subcontracting opportunities for small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, woman owned small business, veteran and disabled veteran-owned business, 8(a) small business and HUBZone small business to participate as subcontractors. A subcontracting plan must be provided with the proposal. Small businesses are not required to submit a small business subcontracting plan. All responsible firms are invited to submit a proposal.
