Description
NOTICE: Only local sources will be considered under this solicitation. Local sources are sources (e.g. corporations or partnerships) that are physically located in Japan and authorized (i.e. licensed, registered, etc.) to perform in Japan, the type of work specified in this solicitation. Specifically, a prospective offeror must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the resulting contracts. In addition, prior to award of the contracts, offerors must be registered with the Government of Japan to do work in Japan and possess necessary licenses and permits to perform work required under this solicitation. PROJECT INFORMATION: Services required to conduct periodic preventive, routine, and emergency repair and maintenance services of all Refrigeration Systems (including the Refrigeration Monitoring and Control Systems (RMCS) and Heating Ventilation, and Air Conditioning (HVAC) Systems at Hario & Sasebo, Japan. The contractor must be available for emergency service 24 hours/day, 7 days/week, and respond to emergency call within two (2) hours following notification and complete repairs within 24 hours. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personnel services necessary to perform maintenance and repair services. Only qualified technicians shall maintain the RMCS and COM-TROL refrigeration control system. The technicians shall be craftsmen who have completed the training and certified by the RMCS/COM-TROL manufacturer on proper installation, operation, and field service on the RMCS. Pre-bid site investigations will be conducted on 10 January 2014 (see Pre-bid Site Investigation Information of Solicitation). Interested parties must submit/e-mail the P-4 Pass Application Form to the Sasebo Resident Office by noon on 6 January 2014. Official Photo ID (PDF of Passport or Drivers License & Jyuminhyo Tohon with Honseki-chi) is also required for base entry. A maximum of three (3) personnel per company will be permitted to attend. The forms will be obtained from the Government Point of Contacts at Sasebo base: Ms. Fumi Shimomura, e-mail at Fumi.Shimomura.ln@usace.arym.mil Mr. David W. Franzen, e-mail at David.W.Franzen.cil@usace.army.mil Pre-proposal conference will NOT be conducted. The solicitation will be issued on or about 20 December 2013. 1. Solicitation documents, including amendments, will be posted in Federal Business Opportunities (FedBizOpps) webpage for interested parties to download. It is the responsibility of interested parties to check FedBizOpps as to whether the solicitation and/or amendment(s) have been issued. 2. Offerors must be registered in the System for Award Management (SAM) prior to the award of a contract. Offerors may obtain information on registration and annual confirmation requirements via website at https://www.sam.gov/portal/public/SAM/. 3. Companies that have not submitted a Bidder Mailing List Application to this office on or after April 2005 are requested to go to the U.S. Army Corps of Engineers, Japan Engineer District, Contracting Division website at (http://www.poj.usace.army.mil/BusinessWithUs/GettingStarted.aspx) to download the Bidder Mailing List Application. Such companies shall be required to complete a Bidder Mailing List Application and submit documents that show they are registered with the Government of Japan to do work in Japan and possess necessary licenses and permits required to perform the work required under this solicitation prior to or at the time of proposal submittal. 4.
