- This is a Small business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources:(2) whether there are small businesses, HUBZONE small businesses, service disabled veteran-owned small businesses or (8a) small businesses, veteran- owned small business, woman-owned small businesses or small disadvantaged businesses veteran owned small businesses; woman owned businesses, or small disadvantaged businesses and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your response to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable code should not submit a response to this notice. BACKGROUND: National Institutes of Health (NIH), a part of the U.S. Department of Health and Human Services, is the primary federal agency for conducting and supporting medical research. Helping to lead the way toward important medical discoveries that improve people's health and save lives, NIH scientists investigate ways to prevent disease as well as the causes, treatments, and even cures for common and rare diseases. Composed of 27 institutes and centers, the NIH provides leadership and financial support to researchers in all fifty states and throughout the world. The Clinical Center at the National Institutes of Health (NIH) in Bethesda, Maryland, is the nation's largest hospital devoted entirely to clinical research. It is a national resource that makes it possible to rapidly translate scientific observations and laboratory discoveries into new approaches for diagnosing, treating, and preventing disease. Approximately 1,500 studies are in progress at the NIH Clinical Center. About half the studies are the first tests of new drugs or medical treatments in people. The rest are natural history studies of diseases-including many rare diseases. These long-term studies lead to better understanding of how diseases develop and to improvements in prevention and treatment. The Biomedical Engineering and Property Management Section (BEIP) manages the maintenance, calibration, safety, and performance monitoring of clinical and nonclinical equipment and ensures that all clinical equipment meets regulatory agency(s) regulations and industry standards. Additionally, it repairs and maintains patient care and non-patient care nonmedical equipment. The section works closely with nurse consultant's office and other pertinent Clinical Center committees in forecasting, planning, and integrating current and future clinical equipment requirements for researchers. Purpose/Duties The purpose of this notice is to obtain information for a contractor headquartered or have service locations within the Washington Metropolitan area to provide OEM or equivalent replacement parts and onsite service engineers to perform preventative maintenance and unscheduled repairs to Ameriwater equipment, systems and accessories. Maintenance includes scheduled and emergency maintenance of all RO water equipment, systems and accessories in the Acute Dialysis unit. Requirements in order to perform services include: • Proof of certification by the manufacturer (Ameriwater) that contractor is authorized to perform maintenance and equipment repairs • Proof of current manufacture certification for all technicians working on this project Scope of Work Monthly Maintenance A. Disinfect RO membranes B. Disinfect RO distribution loop C. Deliver salt and add salt to brine tank, leaving the remainder near tank for staff to fill between our visits (10 bags of salt each month). D. Verify conductivity monitor's and calibrate as necessary E. Verify stroke length and frequency of antiscalant feeder and adjust as necessary F. Add PT 401 antiscalant to reservoir, (leaving enough chemical to maintain between visits). G. Provide test strips and chemicals for maintenance. H. Inspect wall boxes and replace fittings as needed. I. Provide all filters for Ro's and feed water sediment filtration to last through each monthly visit. J. Provide all service and repair for equipment failures Quarterly Maintenance A. Clean RO membranes as needed B. Replace (3) portable exchange carbon tanks (6x35) Annual Maintenance A. Change (1) 10" Cuno/ Endotoxin filter B. Rebed (2) 16x65 Bi-Annual Maintenance Rebed (1) 14x47 Water Softener (Due 2015) Period of Performance 12 months from date of award with the option to extend the term of the contract for four (4) 12 month periods Location: National Institutes of Health Clinical Center, Building 10 Ambulatory Care Research Facility (ACRF) 10 Center Drive, Bethesda, MD 20892 Vendors must send written capability responses by December 11, 2013, 3:00 PM EST to the Contract Specialist at the following e-mail address spolk@cc.nih.gov.
