- Discussion EN Questions and Answers Question 1: EN A-9 states that we "are now requested to submit (our) final proposal revisions for all unit prices." EN A-9 has a page limit of 2 pages. It's been our experience that Final Proposal Revisions come out with a model contract. Is it the Government's intent to issue formal Final Proposal Revisions at the conclusion of discussions? Or is EN A-9, the formal request for Final Proposal Revisions? If EN A-9 is the formal request for Final Proposal Revisions, are we permitted to update all the pricing spreadsheets previously submitted? Answer: This should actually state you are allowed to resubmit pricing, if necessary. The ENs issued require a clear answer. A decision to review the EN responses in a Source Selection format will be made once the EN answers are received. The intent of the contracting officer is to move forward to close negotiations after the responses are received. Should the responses need further negotiations as determined by the pricing or tech teams, Round 2 of ENs will be issued to continue negotiations. After satisfactory responses are received, and approval has been granted, a request for Final Proposal Revisions will be requested. Question 2: Do the pricing spreadsheets count towards the page limits and if so, to what extent? Answer: The pricing spreadsheets should be submitted in the same format that they were solicted with the RFP. Question 3: EN A-10 states that we "are requested to meet the Government's solicited delivery objective for Operational Customer." Answer: The intent of this statement is to negotiate the Operationl customer PLT to the solicted PLT.
