VSANS: Sources Sought Notice Solicitation Number: AMD-14-SS04 December 4, 2013 Sources Sought Synopsis: The National Institute of Standards & Technology (NIST) seeks information on commercial vendors that are capable of designing, developing and fabrication of an instrument sub-system suitable for Very-Small-Angle Neutron Scattering (VSANS) Instrument for installation on a cold neutron beamline. A major component of this instrument is a large cylindrical steel vacuum chamber, nominally 24 meters long with an inner diameter of 2.3 meters with internal mobile platforms for supporting and positioning neutron detection systems. The neutron detection systems are not part of the market research or part of any competitive procurement tied to this requirement. The purpose of the vacuum chamber and its neutron detectors is to determine the nanostructure of research materials by recording and analyzing the angular distribution scattered neutrons. After results of this market research are obtained and analyzed, and specifications are developed, NIST may conduct a competitive procurement and subsequently award a Purchase Order for a Very-Small-Angle Neutron Scattering (VSANS) instrument. Companies are invited to submit their Capability Statement (NOT A QUOTE or PRICING INFORMATION) which shows they are proficient in 1) Design; 2) Manufacturing; 3) Delivery; 4) Assembly and 5) Testing of the VSANS Detector Vacuum Chamber and an integrated system of three internal detector motion platforms (Detector Carriers and Motion System). The integration of the Detector Carriers and Motion System requires a design that is compatible with the Detector Vacuum Chamber. The Capability Statement requested will not exceed 5 pages describing the company's abilities to Harry.Brubaker@nist.gov no later than noon, Friday December 13, 2013, the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would be conducted as a small business set-aside. NIST has a requirement which is to be broken into four separate tasks that, taken together, result in the delivery of the VSANS Detector Vacuum Chamber and an integrated system of three internal detector motion platforms (Detector Carriers and Motion System). NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 334516, as those domestic sources having 500 employees or less. Please include your company's size classification and socio-economic status in any response to this notice. The Capability Statement will also include the following information as part of the response to this Sources Sought Notice: 1. Name of the company that manufactures the system components for which specifications are provided. 2. Name of company(s) that are authorized to sell the system components, their addresses, and a point of contact for the company (name, phone number, fax number and email address). 3. Indication of number of days, after receipt of order that is typical for delivery of such systems. 4. Indication of whether each instrument for which specifications are sent to Harry.Brubaker@nist.gov is currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 5. Provide experience in the design and construction of electromagnets or magnetic induction equipment and associated power supplies and control systems. 6. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
