Description
INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute (NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Cartagenia, 485 Massachusetts Avenue, Suite 300, Cambridge, MA 02139-0418 to provide additional BENCH Communication Module LIMS Integration Services for NHGRI. IT and 508 Compliance is not required, was initially instituted on the base contract. Procurement: This is a Follow-On Requirement. This requirement is under the SAT of $150,000.00. Background: The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI), mission continues to be the study of the ethical, legal and social implications (ELSI) of genome research. NHGRI also supports the training of investigators and the dissemination of genome information to the public and to health professionals. The National Human Genome Research Institute (NHGRI), National Institutes of Health Undiagnosed Disease Program (UDP) is a trans-National Institute of Health (NIH) initiative that focuses on the most puzzling medical cases referred to the NIH Clinical Center in Bethesda, MD. Many medical specialties from other NIH research centers and institutes contribute the expertise needed to conduct the program, including endocrinology, immunology, oncology, dermatology, dentistry, cardiology and genetics, among the dozens of participating senior attending physicians. A longstanding medical condition that eludes diagnosis by a referring physician can be considered undiagnosed and may be of interest to this clinical research program. To continue and maintain compatibility NHGRI will procure additional services provided by Cartagenia Bench platform software, which is required by the Undiagnosed Diseases laboratory to reliably and systematically sift through large lists of patient genome variants derived from next generation sequencing and SNP microarray data in order to make informed calls on variants that are potentially deleterious and the cause of the unique disorders seen in admitted Undiagnosed Diseases Program patients. Additionally, the BENCH Communication Module (BCM) for LIMS Integration and the Integration Services acquisition is to further develop communication between the LIMS 24/7 platform that is already in use in the lab and the BENCH platform software that is also currently in use. The communication module will allow the transfer of data between the Cartagenia BENCH software and the LIMS and will allow the LIMS to execute and monitor analysis of SNP chip and exome data from UDP patients and their families. It is also an integral part of the LIMS development and connectivity to allow the transfer of data from the Cartagenia software to other analysis software, to collaborators and to generate necessary reports. Cartagenia is the sole provider of the BENCH platform software and is the only provider of the BENCH Communication Module as well as the LIMs Integration services that will accompany the module. Period of Performance: Base: 3-Months from the initial award. Justification: The intramural NIH Undiagnosed Diseases Program (UDP) has been given the additional mandates of founding and training extramural UDP sites and providing classes for analysis of next generation sequencing data and SNP chips. To this end, the UDP requires a mechanism by which it can uniformly provide mentoring and a common database for analysis of genomic and sequence variants. Cartagenia Bench Platform software provides the only integrated SNP chip and next generation sequence analysis platform with a web-based interface that can service multiple sites and allow hierarchical access according to permissions. Regulatory Authority: This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source, only one responsible source and no other supplies or services will satisfy agency requirements. Additional Information : Industry Classification (NAICS) Code is 541511--Custom Computer Programming Services and the Small Business Size Standard is $25.5M. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-71, November 25, 2013. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
