Description
Request for Quote Lease of Facility The Regional Contracting Office, National Capital Region, Marine Corps Base Quantico, Virginia, currently has a requirement for lease of facility in support of Marine Corps Warfighting Laboratory Wargaming Division titled Expeditionary Warrior (EW) 14 Facility Contract. The venue must be available from 23-23 Feb 2014. These dates are not flexible due to the availability of war game participants and subsequently scheduled executive-level events. To support war game design, dedicate spaces must be co-located and support the following capacities: 1. 1 x ballroom area - 200 persons, banquet style 2. 7 x meeting rooms - 30 persons, U-shaped style 3. 5 x meeting rooms - 10 persons, conference style Event Description: Expeditionary Warrior is the Marine Corps' Service level title 10 war game, required under Defense Planning Guidance to address future capabilities that focus on how the Marine Corps will organize, train, and equip the forces to carry out its roles and functions as a component of national military capability. EW14 will provide insights that address congressional concerns about Marine Corps operational concepts and force structure. EW14 will inform service and interagency leadership in order to generate and refine existing doctrine and concept. EW 14 will inform service and interagency concept. EW14 will include participation by all military services, the Office of the Secretary of Defense, joint staff, combatant commands, non-military federal agencies, and multinational partners. Up to 150 war game participants are anticipated with approximately 55% military, 20% government civilians, 10% government contractors, and 15% foreign military personnel. The majority of expected participants work in the National Capital Region. Approximately seven speakers are planned; comprised of subject matter experts and senior leaders from the military, government, industry, and DC think tanks. Location: Should be within a 30 mile radius of Marine Corps Base Quantico, while also maintaining a 20 mile radius of Washington, DC and two or more major airports. The venue must possess on -site lodging to facilitate out-of town attendance. Must be located within close proximity to a metro station or provide shuttle service to the nearest metro station. This will facilitate ease of travel for out of town attendees and those who work in the Pentagon, Capitol Hill, and other government agencies. Parking and passenger drop off point: The venue must be a minimum of 1200 parking spaces on-site with controlled access. Must possess a covered passenger drop off point to facilitate the arrival and departure of VIPs during inclement weather and a staging area for VIP and security team vehicles. IT and AV support: The venue must possess a LAN infrastructure that enables connectivity between all war game spaces. The venue must allow the government to connect its own server and computers to the LAN. Must allow pre-event testing of the network. Must also include on-site audio and visual projection capability to support presentation during plenary sessions. Dedicated IT and AV personnel must be available on-site to ensure proper set-up, troubleshooting, and execution of the war game during the event. Physical Security and Force Protection: The venue must allow a Naval Criminal Investigative Service security assessment to occur prior to the event. The venue's layout must facilitate control of access to event spaces and minimize interaction between war game attendees and the general public. The venue must have interior and exterior security cameras that may be adjusted if necessary while allowing military security personnel access to all internal security facilities. Furthermore, the venue must be in a location that does not expose war game attendees to undue attention or unnecessary threats of harm or injury.
