- Dear Prospective Contractor: This Notice is the first stage of the forthcoming Request for Proposal (RFP) for a Design-Build Construction of a new Omaha National Cemetery in Omaha Nebraska. This notice services a twofold purpose: 1) Industry Day for Omaha National Cemetery, Omaha, Nebraska; and 2) Sources Sought. VA will host an Industry Day Forum to discuss upcoming VA Omaha National Cemetery in Omaha, Nebraska, Design-Build construction procurement. This Industry Day Forum will be used for market research to give Office of Construction and Facilities Management (CFM) the opportunity to engage with contractors to determine overall interest in the project, experience with cemetery design-build construction, capacity to successfully accomplish the work, and small business participation. Project Description: VA has a requirement to establish a national cemetery in Omaha, NE to accommodate approximately 5,500 gravesites, including pre-placed crypts, columbarium niches and in ground cremains. In 2011, VA awarded an Architect-Engineer (A/E) service contract for Master Planning and Schematic Design to provide these design services and is currently developing the Master Plan and, which per PG15-18D, includes the Schematic development of the PIC/Admin, Maintenance, Committal Shelters and Honor Guard building. The Omaha National Cemetery is planned as a Design Build acquisition in FY 14. CFM will provide as bridging documents an approved Master Plan, Building Schematics and requirements of either a specific or performance nature. The Design Build contract shall include the preparation of Design Development and Construction documents in addition to all construction and commissioning. The approximate project duration will be 1090 calendar days from the Notice to Proceed. The estimated magnitude for this project is between $20,000,000 and $50,000,000. The North American Industry Classification System (NAICS) of 237990 (Other Heavy and Civil Engineering Construction) with the size standard of $33.5 Million. CFM intends to conduct this acquisition in accordance with FAR Subpart 36.3, Two-Phase Design-Build Selection Procedures. ? Sources Sought Notice An "Industry Day" has been set for December 18, 2013, at 8:00 am at Homewood Suites Conference room located at: 1314 Cuming Street Omaha, Nebraska, 68102 This event will provide background and more specific information on the project. This Industry Day Forum will be used for market research to give CFM the opportunity to engage with contractors to determine overall interest in the project, experience with cemetery design-build construction, capacity to successfully accomplish the work, and small business participation. Please respond with your intent to attend to Ms. Susan Lam, Contracting officer at susan.lam@va.gov and E.J. Jean-Jacques, Contracts Specialist at evenel.jean-jacques@va.gov. This sources sought notice is for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this sources sought. Firms interested in submitting their capabilities for this project, you must include the following information: (1) Company name, address, point of contact with phone number and e-mail address; (2) Business size determination and qualifying small business status; (3) Bonding capacity (from surety). Please limit responses to ten (10) pages. The Contractor capability statement shall include, but not be limited to: 1)Design Build Experience: "Provide at least three projects demonstrating previous experience performing design build projects with a value of at least $20,000,000. 2)Corporate Experience: "Provide at least three projects in the past five years that demonstrate experience with National Cemetery design and construction experience; if no national cemetery experiences provide at least three projects similar to parks, golf courses that contains at minimum an administration building, maintenance building, public restrooms, roads, landscape and irrigation. 3)Capability to perform: "Provide a potential team composition for this type of project and how the associated tasks and responsibilities for each team member. "Provide a list of current projects and how this project will be managed. Immediately following the industry day, CFM will provide contractors the ability to meet with contracting and project management staff for one on one exchanges. All interested contractors shall submit via email a request for one on one exchanges to susan.lam@va.gov and cc: evenel.jean-jacques@va.gov no later than December 13, 2013, 5:00 pm ET. All questions and presentations from the Industry day will be made available through an amendment to this notice that will be posted on www.FBO.gov. Please submit capability packages via email to: susan.lam@va.gov and cc: evenel.jean-jacques@va.gov no later than 4:00 pm ET on January 3, 2013, and in the subject line state "Omaha National Cemetery and [Company Name]." CFM anticipates the solicitation will be issued around February 2014, and will be posted only on the Federal Business Opportunities website (https://www.fbo.gov). At this time no solicitation exists, therefore, DO NOT REQUEST A SOLICITATION package.
